Position Title: Program Manager – Eastern Region Transportation Strategy & Community Organizations Technical Assistance (RCDI)
Summary/Objective
The Program Manager is responsible for the strategic leadership and management of Foundation for Puerto Rico's Eastern Region Transportation Strategy and the Rural Community Development Initiative (RCDI) also known as Community Organizations Technical Assistance. This position plays a vital role in providing technical assistance and training for community organizations, municipalities, and other stakeholders in the Eastern Region of Puerto Rico, with a primary focus on transportation initiatives and community development. The Program Manager will recruit and coordinate expert volunteers and project staff, ensuring that their expertise aligns with program deliverables. Additionally, this role supervises the Proposal Development Research Assistant and Project Coordinator, overseeing day-to-day program activities, communication, event planning, and the preparation and distribution of program materials.
Essential Functions
Eastern Region Transportation Strategy:
- Lead the provision of technical assistance and training to support the development of an integrated transportation strategy in the Eastern Region.
- Facilitate engagement with municipalities, particularly in Naguabo, to support the transportation initiative and ensure the program’s objectives align with local needs.
- Collaborate with expert volunteers, consultants, and regional partners to support planning, resource identification, and project milestones.
RCDI Community Organizations Technical Assistance:
- Provide technical assistance and capacity-building training to community organizations, promoting best practices in resource development, strategic planning, and grant management.
- Oversee technical assistance activities for the RCDI program, developing tailored strategies to address the unique needs of participating community organizations.
- Lead collaborative activities, including workshops and information sessions, designed to empower organizations to achieve their community development goals.
General Program Management and Oversight:
- Identify, recruit, and manage a team of expert volunteers and personnel, aligning their skills and services to support program milestones.
- Supervise the Proposal Development Research Assistant and the Project Coordinator, overseeing communication, task coordination, and program logistics.
- Mentor program coordinators and develop a team based approach across the organization.
- Plan and manage events for both programs, ensuring alignment with strategic objectives and timelines.
- Ensure high-quality, accessible delivery of all program materials, effectively engaging a diverse group of stakeholders.
- Track, document, and report on program progress, maintaining detailed records and ensuring compliance with reporting requirements.
Stakeholder Engagement and Partnerships:
- Build and maintain strong relationships with municipal leaders, community organizations, and other stakeholders to expand program reach and resources.
- Promote innovative solutions and partnership opportunities to support program effectiveness and broaden community impact.
Required Education And Experience
- Bachelor’s or master’s degree in a relevant field (e.g., Community Development, Program Management, Public Policy).
- At least 5 years of experience in program management, technical assistance, or community engagement, with strong skills in planning and oversight.
- Familiarity with research, data analysis, and report production in both English and Spanish.
- Demonstrated experience working with diverse community stakeholders in Puerto Rico.

Supervisory Responsibility
This role supervises the Proposal Development Research Assistant and the Project Coordinator, working collaboratively with other program personnel.
Position Type and Expected Hours of Work
This is a full-time, exempt position contingent upon funding availability for both the Eastern Region Transportation Strategy and RCDI programs. The role requires a blend of office-based responsibilities and community engagement. Standard work hours are Monday through Friday, 9:00 a.m. to 6:00 p.m., with flexibility for evenings and weekends as required.
Travel
Travel within Puerto Rico will be necessary to meet program requirements, primarily to support engagement with Eastern Region municipalities and community organizations.

- Proficiency in both English and Spanish, with strong interpersonal and organizational skills.
