Candidate must be a resident of the City of Syracuse or be willing to relocate.
This is a temporary, grant-funded position that is to be completed within a 12-month contract period.
The City of Syracuse is seeking an experienced consultant to lead the pre-discovery and scoping phase for a software solution to facilitate improved case management and external data sharing for various health and safety operations within the Department of Neighborhood & Business Development and the Division of Code Enforcement. The successful candidate will lay the groundwork for modernization by working closely with department stakeholders to assess existing products and systems, analyze current needs, and define requirements.
This position reports directly Department of Neighborhood & Business Development’s Director of Data and Evaluation. The position is considered a joint role supporting operations for both the Department of Neighborhood & Business Development and the Department of Analytics, Performance and Innovation. The incumbent is expected to collaborate closely with and direction from NBD’s Director of Data and Evaluation, the Department of Analytics, Performance and Innovation’s Director of Digital Services.
TYPICAL WORK ACTIVITIES:
Assessment: Conducts an inventory of existing software system, including usage, performance, integration with other systems, dependencies, and critical interfaces.
Stakeholder Engagement: Facilitate workshops and interviews with department leadership and end-users to assess the current organizational use of the technology, understand business processes and problems, and software gaps/needs.
Business Process Mapping and Gap Analysis: Develop business process maps that articulate current state technology inputs, outputs, and automation; conduct gap analysis to identify where software is not meeting business requirements or services/functions are inadequate or missing. Document findings and recommendations.
Develop Requirements: Develop a future state proposal that defines technical and business requirements for software retirement, prioritizing critical needs and processes.
Scoping and Planning: Develop a high-level project plan for the software retirement strategy including timelines, milestones, and anticipated resource requirements for improving/updating current state.
Communication: Communicate updates, findings, and recommendations to stakeholders.
MINIMUM QUALIFICATIONS
Must be a resident of the City of Syracuse or be willing to establish residency.
Candidate will possess a bachelor’s degree in a relevant field OR have equivalent years of related experience.
1-3 years of experience in business administration, public administration, operations management, operational research, computer science, information technology, process engineering, or a closely related field.
Demonstrated experience successfully conducting business requirement analysis and software evaluation projects.
Demonstrated experience with process mapping, technical documentation, and report writing.
Proficiency with Microsoft Office products and visual diagramming programs required.
Strong analytical and problem-solving skills including the ability to conduct interviews, gather and analyze data and draw conclusions.
Ability to communicate clearly and concisely, orally, graphically, and in writing.
Ability to establish and maintain effective relationships and manage projects that involve multiple stakeholders.
Ability to manage multiple tasks and priorities effectively in a fast-paced environment, both independently and as part of a team.
Familiarity with city government operations or other public sector experience a plus.
