Develop project plan (including change management) together with stakeholders and/or external consultants. This includes defining business requirements, ensuring adherence to governance standards, identifying risks in project and ensuring feasibility and adequacy of contingency plans to mitigate risks and prevent project delays.
Manage and oversee project implementation ensuring project deliverables are within scope. Develop and evaluate options including time management for the project and allocated resources, as well as cost and risk assessments
Review and refine contractual provisions to ensure project risks are adequately covered and manage the procurement process for the project. This includes reviewing standard terms and conditions of contracts to accommodate project specific needs and ensuring contract specifications are clear, unambiguous and consistent
Lead stakeholder consultation process throughout the lifecycle of project to ensure project deliverables are met. This includes aligning and balancing stakeholders’ expectations against the requirements and constraints to obtain buy-in to the desired outcomes, resolving conflicts with affected parties (stakeholders, consultants, internal support teams) with diplomacy
Manage the SDLC cycle of systems including the maintenance of the existing systems
Oversee evaluation of technological choices (hardware related and technology/code related) with providers and understanding enough about implications to make choices that have an appropriate balance between cost/benefit today and future implications and limitations
Keep abreast of new and emerging technologies; analyse technology trends to determine impact to the achievement of business goals; and make recommendations based on impact of new/emerging technology on the systems
Oversee the operations of user access provisioning and deprovisioning
Conduct regular reviews of the IT systems, policies and standards to assess the relevance, adherence to policy requirements
Requirements:
Relevant qualifications in Computer Science, Information Systems, Business or Project Management
At least 5 years working experience in IT with 3 years or more in a project management, application maintenance or user support role
At least 2 years working experience in planning, managing and deploying Cloud (Azure and AWS) services
Hands-on experience with ITSM process executions or knowledge of ITIL standards
Strong working knowledge of various technology platforms and practices, including, but not limited to, Microsoft .NET technologies and low-code platforms and Enterprise Service Bus
Experience in Agile methodologies
Strong IT governance background in government public sector will have an added advantage
Knowledge in Identify and Access Management (IAM) concepts, DevOps practices and tools will have an added advantage
Have strong negotiation, risk management and issue resolution skills
Fluent in English (written and spoken)
Is performance-driven, full of enthusiasm, and capable of working independently
Certified IT Project Manager (CITPM) or Project Management Professional by PMI will be a plus
