This information must be treated in accordance with provisions set forth by the Kansas Criminal Justice Information Systems (KCJIS) Committee and the Kansas Information Technology Executive Council (ITEC). The incumbent is expected to communicate the Mission and Goals of the agency to staff and the public. Identify personnel strengths and developmental needs to increase job performance and long-term career growth. Continually analyze work processes, seek new approaches and make recommendations to enhance efficiency and effectiveness of the programs. Cultivate a positive work environment through a positive, helpful, courteous demeanor towards staff, partners and the general public. Manage Federal and State grants awarded (MCSAP, TOPS, HP-ITD, Vehicle Size and Weight Plan) and administer programs (CVIEW, DataQ, Inspect, FMCSA Grant Portal) which support activities designed to ensure the agency and programs meet stated objectives. Ensures Kansas meets multiple categories timeliness guidelines as required by the Federal Motor Carrier Safety Administration by supervising processes for day to day activities and regulates weekly drawdowns by meeting deadlines in completing monthly financial reports and quarterly activity reports for all grants awarded through each grant related program. Failure to accurately monitor the completeness, accuracy and timeliness of data in the SafetyNet program could affect the overall KHP budgets for both MCSAP and the Patrol. Processes and reviews challenges handled by the subordinates using highly technical understanding of protected inspection and fine data. Researches applicable federal regulations, state laws, and regulations to ensure Patrol compliance. Resolves complex problems and complaints which are insolvable by the subordinate staff encouraging the use of quality improvement tools (A&I). Confers and makes personal contact with the public, news media, court officials and other law enforcement agencies in order to establish and maintain good working relations. Travels as necessary to maintain expertise. Oversees and provides required direction of complex work and activities necessary to implement the objectives of the Patrol, Kansas Corporation Commission (KCC), KDOT and KDOR, collaborates with partners interpreting technical guidelines from the Commercial Vehicle Safety Alliance (CVSA), Code of Federal Regulations, state law and regulations. Ensures the support and administration of the Civil Assessment program by researching out of service violations on inspection reports and assessing civil penalties when needed for those violations. Manages data sets with KCC, KDOR and KDOT data systems. Approve fiscal transactions relating to fining motor carriers throughout the nation, ensure fines and billing to a motor carrier are coordinated with KCC to ensure accurate billing and the management of the programs resources. Prepares and develops supporting data, presents budgets, works with information technology, performs liaison duties to promote cooperation, communication and coordination within the agency and with the agencies listed above to maintain the program. Technical oversight of the SafetyNet Program and the Civil Assessment Program will include, but is not limited to administration of technical requirements, providing input to database design and data retrieval for these systems, interfacing with technical management to gather data, study processes, identify problems and utilize technological analytical tools to formulate solutions. Will gather technical data used for federal grant requirements under Congressional Transportation Acts, including verification that all data timeliness, accuracy and match rates are met for all inspections and crashes occurring across the state of Kansas. Data is utilized to update policy and procedures, and determine/evaluate the success of special enforcement projects and analyze and compare this data for submission to federal agencies; as well as conduct research and provide resolutions nationwide as a member of CVSA's Information Systems Committee. Provides direct oversight of FMCSA grants and sub-programs. Identifies goals and assists in determining program options and initiatives to meet these goals in accordance with the objectives and priorities of the federal requirements. Prepares reports summarizing findings and recommends to management changes in programs, structure, methods, policies and procedures. Responsible for overseeing compliance with the rules and regulations of the federal program, monitoring programs and managing the expenditure of funds by grantees, sub-grantees and suppliers outlined within the state plan. Qualifications: Education: High School Diploma or GED equivalent. Licensing & Certification: Valid Driver's License. Necessary Special Requirements: Successful completion of NAS A-B Weeks within 12 months of hire. Minimum Requirements: Ability to speak clearly and concisely in person and on the telephone. Ability to prioritize, complete mathematical calculations, proofread accurately, multi-task, & read and write comprehensively. Two years of experience collecting and evaluating data. Five years account/audit work, planning and implementing grant activities. Two years experience organizing/directing the work of a department, program or agency. Preferred Qualifications: Bachelor's degree in business, education, criminology or related field. Financial grant management experience.
