FUNCTIONAL PURPOSE:
Performs analytical, technical and administrative work in the planning, design, development, implementation and maintenance of information systems. Analyzes complex requirements that cross functional lines and works to ensure effective integration of information systems.
DUTIES AND RESPONSIBILITIES:
1. Conducts studies to determine system requirements; identifies alternatives and recommends course of action.
2. Develops computer based and data processing system specifications to satisfy information requirements.
3. Recommends a program for implementing new systems and equipment and develops specifications for system preparation.
4. Provides technical assistance to automated data processing functions to ensure security of data and computer equipment and develops contingency plans to maximize security.
5. Develops methodologies to integrate systems that interact and extend across organizational and functional lines.
6. Evaluates existing systems to determine their effectiveness and efficiency and corrects deficiencies.
7. May serve as team leader on designated management information systems projects.
8. Reviews requests to create, modify, or discontinue information systems.
9. Works with contractors, consultants and government agencies.
REQUIREMENTS:
- Knowledge of computer hardware, software languages, and operating systems.
- Knowledge of computer network software applications and utilities.
- Ability to research and analyze user requirements and design specifications for efficient, high-performance systems.
- Ability to evaluate contractor's proposals for development of new systems and to maintain a current knowledge of new technology for application in new system designs.
- Ability to develop detailed program specifications for system implementation, including hardware and software considerations.
- Ability to develop system requirements documents and statements of work for development contracts.
- Ability to conduct comprehensive functional and performance tests, in a lab or field environment, to validate system requirements.
- Ability to acquire and analyze feedback from field units, to effectively evaluate performance, diagnose system deficiencies and develop solutions.
- Ability to evaluate functionality and performance of existing systems and to develop enhancements for changing requirements or implementation of new technology.
- Ability to lead system development projects.
- Ability to provide technical assistance, including details of system requirements, data security, and contingency planning.
- Ability to communicate effectively, both orally and written.
