Summary

Purpose

Serve as a main contractor’s representative for Public Investment Fund (PIF) mega projects, playing a critical role in safeguarding the company's interests by reviewing, analyzing, and managing contracts for complex construction endeavors.

Key Accountability Areas & Activities

1. Contract Management

  • Prepare payment terms included in subcontracts, purchase orders, and service agreements.
  • Collaborate with project teams to ensure adherence to contractual requirements and project milestones.
  • Prepare variations/change proposals and participate in cost-impact/risk analysis evaluations.

2. Dispute Resolution & Claims Management

  • Manage vendor contracts payments until retention monies are released as per related terms and conditions.
  • Prepare, submit, and negotiate various claim types (time and cost, EOT, disruption, and additional payments).

3. Financial Management & Reporting

  • Prepare and manage main/sub-contractors' interim payment applications, ensuring proper financial control and timely payments.
  • Preparation of quantities take-off sheets for accurate material cost estimations.
  • Generate financial progress reports, claims, and comprehensive change logs to maintain clear project documentation.
  • Implement Cost Value Reconciliation (CVR) exercises whenever needed.

4. Cost Estimating

  • Knowledge of regulatory standards, methods of measurement, and codes such as POMI, NRM, and RSMeans.
  • Prepare detailed cost estimates for labor, materials, machinery, and overheads.
  • Analyze project drawings and specifications for accurate cost forecasts.

5. Value Engineering

  • Participate in value engineering exercises, identifying potential cost-saving opportunities without compromising project quality.

6. Computer Software Proficiency

  • Proficient in AutoCAD and Excel.
  • Familiarity with Revit and other BIM programs.

7. Managing People

  • Capable of leading a team of quantity surveyors.
  • Utilize technology to ensure timely task completion, whether the team is on-site or off-site.
  • Good communication and interpersonal skills for attending meetings and reporting to management.


Qualifications / Requirements

Knowledge and Experience

  • 12 years of experience, with a minimum of 8 years of successful experience in commercial and contracts management.
  • Proven track record as a Main Contractor.
  • In-depth knowledge of international methods of measurement.
  • Familiarity with FIDIC forms of contracts is advantageous.
  • Solid understanding of construction project quantification and costing.
  • Comprehensive awareness of all aspects of construction project management, from inception to completion.
  • Arabic speaker.
  • Very good level of English is a must.


Education and Certifications

  • Bachelor’s degree in Mechanical/Electrical Engineering.
  • Certificates in Commercial Management and Cost Management are advantageous.
