A manager adept at overseeing the HSSE functions in a high-intensity worksite which includes multiple EPCI components. The incumbent shall be responsible to manage the Site HSSE team and the monitoring of HSSE conditions and practices of the company influenced sites. They should be able to provide strategic advice and oversee the enforcement of control measures to ensure that the workforce is safe at all times. They should be eloquent in their communication skills and stakeholder management to ensure that the influenced sites and its contractors adheres to the company HSSE Management System.
Responsibilities
HSSE Regulation and Standards Implementation
Manage the development, revision, and implementation of site HSSE policies, frameworks, procedures, and standards for the EPCI site. Continuously ensure that the organization’s HSSE Strategy is robust, relevant, and forward-looking.
Monitoring of EPCI HSSE Activities
Monitors site EPCI activities, identifies HSSE issues and proposes preventive and corrective measure. Drive site HSSE initiatives so as to provide a safe and environment-friendly working environment.
Inspections
Oversee the inspection of the work areas and equipment including subcontractors to identify unsafe acts and conditions; advises project management team of areas requiring management intervention as well as on HSSE legislative and industry standards.
HSSE Reporting and Auditing
Manage and coordinate site-related HSSE Audits, report the gaps and ensure all non-conformances are monitored in MIMS. Ensures all site HSSE-related records and reports are recorded into MIMS.
Emergency Response
Develop, maintain, and test the site’s emergency response plan, ensuring that all staff are familiar with their roles during emergencies. Lead EPCI site emergency responses during HSSE crises and emergencies. Collaborate with other departments and agencies to ensure a coordinated response. Ensure Emergency Plans are aligned with Corporate HSSE Procedure.
HSSE Training Programmes
Oversee and manage site’s training programs for employees regarding HSSE best practices, procedures, and regulations. Maintain records of all safety-related training and certifications.
Documentation & Reporting
Oversee and ensure regular site HSSE reports are prepared for project management team, highlighting performance metrics, areas of concern, and suggested improvements. Oversee all HSSE documentation is kept up-to-date, including policies, procedures, and records.
Communication
Engage with employees, contractors, regulators, and the local community to foster positive relationships and address any concerns related to HSSE.
Risk Management
Oversee site risk assessments for site operations, identifying potential hazards and implementing mitigating measures. Ensure that incident reporting is done promptly, and that investigations are thorough, with lessons learned and corrective actions being implemented.
Equipment & Resource Management
Oversee that all site safety equipment and resources are available, in good condition, and utilized correctly.
