HMRC is moving to a federated learning model with a number of academies launching alongside a capability centre providing core, shared services. This is an exciting time to join us as we transition to the newly created Tax, Customs and Compliance Academy, which brings together a variety of learning functions. The Academy and it’s services will evolve over the next 12-18 months, making this an ideal role for people who are able to innovate, thrive in ambiguity and see opportunities in change .

As a Senior Learning Partner, you will lead multiple capability and curriculum projects, working with senior collaborators, to understand their capability needs, problems/gaps, recommend solutions and evaluate their efficiencies.

Using your expert knowledge of capability, behaviour change and continuous learning to improve HMRC’s performance, using a systems approach to solve the problem. You will look for, and incorporate, ways to continuously improve learning within HMRC and the Academy’s service offer.

This is a fast-paced role, handling customer expectations, balancing business requirements and wider HMRC resources. As a Senior Learning Partner, you will be passionate about improving performance and maintaining standards of excellence in all project deliverables. Key partners include Learning Transformation and other Academies.

We need to see clear impactful, recent and meaningful experience covering the following: -

• A true listener and consultative individual, providing solutions for HMRC tax, customs, and compliance capability.

• Building and maintaining engaging and strong positive relationships with senior team members, to identify and resolve performance gaps, ensuring solutions are aligned to business priorities and building capability not just knowledge.

• A Challenger to stakeholder thinking and perceptions, using your learning expertise to identify and recommend evidence-based solutions for them.

• Ensuring a broad view is taken to tackle capability gaps and business problems using your understanding of behaviour change, systems, and continuous learning.

• Looking for new trends and technologies in learning, capability, and performance, incorporating new insights and practices to support continuous improvement of our service, and develop ways to use them.

• Setting a clear direction and example for your team and others by being visible and approachable, inspiring others to drive continuous improvement while empowering others to deliver the same.

• Using data and insights to drive activity ensuring that resources are focussed on priority areas. Contribute to the wider Senior Leadership Team activities across the academy and work in partnership with the Academy Team to provide a superior service to our customers.

• Evaluating and monitoring the effectiveness and impact of solutions and our service to drive up performance that ensures successful business outcomes.

• Proactively leading your own performance and personal development alongside your manager. Supporting colleagues’ development and building capability through coaching.

• Contributing to HMRC’s ambition for making it a great place to work.

• Other tasks as may be required for the needs of the business alongside deputising for the Head of Learning Partnership Team at key collaborator meetings.

Person specification

Essential Criteria:

  • Expertise in capability and organisational development, problem solving and consulting.
  • Confidence and credibility to challenge, influence and negotiate with senior team members, and the ability to build and maintain trusted relationships.
  • High levels of resilience and the ability to see failure as an important part of the process, given the work we do is sophisticated and ambiguous.
  • Ability to translate complex problems and data into easy-to-understand information.
  • Proven track record in coaching others while supporting a continuous learning culture. A creative problem solver, with the ability to innovate in the capability space for both the Academy and HMRC.

Desirable Criteria:

  • Digitally confident with a clear understanding of how digital technology shapes our future, with the ability to embed the key concepts of modern learning.
  • Experience in leading change and transformation providing colleagues with a clear vision.
  • CIPD qualification.

Desirable Criteria will not be assessed during the recruitment process but may be used in the event of tied scores between candidates.
