Job Description
We are seeking a highly skilled and experienced
Quantity Surveyor (MEI) with a strong background in the
Oil and Gas industry. The successful candidate will be responsible for managing all aspects of cost control and cost management for Mechanical, Electrical, and Instrumentation (MEI) projects, from initial planning through to completion. The role will involve ensuring that projects are delivered on time, within budget, and to the required quality standards. You will be expected to provide expert cost advice, evaluate contract terms, and manage contractual disputes while working closely with engineering teams, project managers, and external stakeholders.
Key Responsibilities
- Cost Estimation & Budgeting:
- Prepare detailed cost estimates for MEI components of oil and gas projects, including mechanical, electrical, and instrumentation works.
- Develop and maintain project budgets, ensuring alignment with project scope and specifications.
- Review and evaluate the financial performance of projects, highlighting cost overruns and potential savings.
- Tendering & Contract Management:
- Assist in the preparation and evaluation of tenders for MEI works, ensuring that they are cost-effective and meet project specifications.
- Develop and issue tender documents and provide technical advice during the tendering process.
- Evaluate and negotiate contracts for MEI works, ensuring that all contractual obligations and risks are clearly understood and addressed.
- Cost Control & Reporting:
- Monitor and control project costs throughout the project lifecycle, ensuring compliance with budgets.
- Prepare regular cost reports and updates for senior management, including cost forecasting and variance analysis.
- Assess and validate progress claims, change orders, and variations for MEI works.
- Project Documentation & Risk Management:
- Maintain comprehensive documentation of project costs, including invoices, change orders, and payment certificates.
- Identify potential financial risks and provide mitigation strategies.
- Collaborate with project teams to manage any variations or changes in scope, ensuring cost adjustments are documented and agreed upon.
- Procurement & Resource Management:
- Oversee the procurement process for MEI materials, equipment, and services.
- Ensure cost-effective sourcing of materials and services, considering quality, schedule, and budget constraints.
- Coordinate with suppliers and subcontractors to obtain the best prices and terms for MEI project components.
- Value Engineering & Cost Optimization:
- Implement value engineering processes to optimize the design and execution of MEI works and identify cost-saving opportunities.
- Ensure that value engineering solutions do not compromise safety, quality, or project specifications.
- Compliance & Quality Assurance:
- Ensure compliance with all relevant industry regulations, codes of practice, and safety standards in all cost-related activities.
- Monitor quality control and ensure that cost assessments reflect the required standards of work and materials.
- Collaboration & Communication:
- Work closely with project managers, engineers, and procurement teams to ensure effective project delivery.
- Provide advice and support to senior management, contractors, and clients regarding cost-related aspects of MEI projects.
- Liaise with external parties, including clients and subcontractors, to resolve any contractual or financial disputes.
Required Skills And Qualifications
- Bachelor's degree in Mechanical Engineering, 3 Years Petrol chemical Construction MEI work Experience
- Proven experience in quantity surveying within the Oil and Gas industry, specifically with MEI (Mechanical, Electrical, and Instrumentation) projects.
- Strong understanding of project cost management, estimation, and control.
- Knowledge of procurement processes and contract management within the Oil and Gas sector.
- Familiarity with relevant industry standards, regulations, and safety requirements (e.g., ISO, ANSI, API).
- Proficient in using industry-standard software (e.g., CostX, Aconex, Procore, or similar cost management tools).
- Strong analytical and problem-solving skills, with a keen attention to detail.
- Excellent communication and negotiation skills, with the ability to interact with clients, contractors, and project teams effectively.
- Ability to work under pressure, manage multiple tasks, and meet tight deadlines.
- Experience in handling large-scale projects in the oil and gas sector is preferred.
Preferred Qualifications
- Experience with offshore or onshore oil and gas projects.
- Familiarity with specific MEI-related standards, including electrical and instrumentation equipment used in the oil and gas industry.
- Proficiency in contract types such as FIDIC, NEC, or JCT.
- Previous exposure to international projects or working in a multi-disciplinary environment.
