Overview
This position will contribute to business winning as a multi-disciplined individual able to support all aspects of a proposal's development lifecycle - from strategy to publishing and production. This individual will bring their expertise in the area of project/program management, their understanding/ability to document processes and write proposals, and be willing to support proposal managers on proposals. The candidate will develop proposal text (in the area of management, past performance, technical and other areas as requested) independently and through SME interviews. S/He may, on occasion, be solely responsible for leading smaller proposal efforts. Specific duties will include:
Responsibilities
Assist or lead proposal strategy development efforts and teams to create winning value propositions (either technical or management) and lead responses (proposals) for delivery to and evaluation by Government customers.
As required, take responsibility for the development of the overall vision that underlies the projected management solution and transform that vision into an executable solution. Responsibility can include leading the effort to develop the initial requirements through to the documentation of that solution in the proposal.
Lead and support the creation and development of winning management solutions.
Ensure that the solution framework is properly integrated, is compliant, and tells a discriminating story in the final proposal.
Lead volumes as appropriate.
Write sections of proposals as needed
Serve as the point of contact for compiling proposal documents.
Receive and send materials and coordinate the deadlines and materials needed with Company staff and subcontractors
Assist proposal managers and capture managers in developing/maintaining and communicating proposal storylines, schedules (including the review and production phases), plans, outlines, assignments, baselines, storyboards, and/or blueprints.
Interface with capture, contracts/pricing, engineering, security, production staffs, as well as external consultants to develop and document winning and executable management approaches.
Contribute to strengthening the Company’s winning position during the Capture Phase/Draft RFP phase by working closely with the Capture Manager to analyze the competitive landscape and position by participating in strategy sessions and developing winning/viable management approaches.
Qualifications
Required:
4 or more years’ experience in direct project/program management with cost reimbursable contracts.
Experience with subcontractor tasking, progress reviews, and management.
Prior experience in preparing and delivering briefings for client and corporate leadership.
Can articulate complex concepts and processes orally and in writing
Has formulated and delivered Statements of Work to government clients.
Ability to work effectively with a broad range of people with a variety of technical skills & experience.
Ability to react quickly in a rapidly changing environment.
Must have excellent interpersonal skills, the ability to motivate staff and communicate clearly.
Understand Life Cycle Management.
Experience required in the Federal, State, and/or Local Government Market.
Working knowledge/understanding of DoD organizations and the FAR.
