The Project Control Unit has an exciting opportunity for a Project/Program Manager IV! The successful candidate for this position will work as part of the Project Information and Budgeting team and collaborates on the management of systems that support the delivery of capital projects for the Wastewater Treatment Division (WTD). This position will be part of Division-wide efforts for streamlining and continuous improvement across business areas including budgeting, scheduling, business planning, performance measurement, documentation and records management to support over $400M per year of expenditures.

About The Role: This position will lead the development of data-driven performance metrics and dashboards to improve performance management and reporting to aid project teams and Division/Department leadership in making important business decisions. This position will have ownership of a spectrum of tool sets for Resource, Project, Program and Portfolio management and support software lifecycle development. This position requires applying analytical and problem-solving techniques to formulate corrective measures then overseeing deployment of solutions. The successful candidate will be a strong team player with a proven ability to successfully complete assignment, balance stakeholder demands with project and staffing constraints, while building strong relationships in the process.

This position performs work remotely and onsite.

Job Duties

What You Will Be Doing:

  • Lead development and maintenance of division’s performance measures across a variety of projects, programs, and portfolios and provide training and coaching in knowledge areas.
  • Responsible for Resource and Portfolio management tools and providing direction for upgrades, maintenance and support.
  • Provide technical support in developing performance measures using advanced data analytics and business intelligence applications e.g. Looker, Microsoft BI and/or Tableau.
  • Applying analytical tools and techniques across large data populations to develop trends and models for prediction of business performance.
  • Manage software lifecycle components including scoping, QA and implementation.
  • Performing business process analysis and requirements gathering for solving complex financial process or procedural/workflow issues and supporting project and program teams in solving issues and implementing results.
  • Performing process improvements for business systems and associated technologies from planning through execution—examples may include data mining, business requirements gathering, report development, and performance metric dashboard creation.
  • Assist in managing/coordinating with consultant teams and developing and maintaining project schedules and budgets for work programs.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:

  • Bachelor’s degree in business administration, engineering, statistics, mathematics, or a related field.
  • A minimum of five (5) years related business process analysis and improvement experience, which includes facilitation/leadership experience OR any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.
  • Understanding of the basic business functions and associated systems of a public capital project delivery (e.g., planning, engineering services, construction, performance metrics, including budgeting, scheduling and resource management).
  • Demonstrated experience in a large organization or public works agency environment is preferred.
  • Ability to take general direction of an issue and apply critical thinking to formulate and recommend solution paths.
  • Knowledge of the analysis, design, development and application of business systems and processes.
  • Skills in research, analytical thinking and collaborative problem solving.
  • Skills in gathering and analyzing data using a range of business systems and mainstream software tools (Excel, Access, etc.).
  • Excellent written and oral presentation skills.
  • Ability to handle multiple, competing priorities in a fast-paced environment.
  • Ability to function as an effective team player in an agile, fast paced team.
  • Strong interpersonal and communications skills.
  • Skills in working with a variety of individuals from diverse backgrounds and maintaining collaborative relationships.
  • Valid WA State Driver’s License

It Would Be Great If You Also Bring

  • Experience in the construction industry, financial industry or a public works agency.
  • Knowledge of industry standardized process improvement methods and techniques such as LEAN, Six Sigma, etc.
  • Applied knowledge of project management techniques and methodologies such as the PMI Project Management Institute Body of Knowledge (PMBOK).
  • Knowledge of group dynamics and change management.

Supplemental Information

Working Conditions

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with occasional onsite reporting requirements. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104) and treatment plant facilities. This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work.
  • Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by The Technical Employees’ Association (TEA).
