Summary
Under general supervision, is responsible for supporting Bexar County Information Technology team; will support the mission of the County, ensuring successful delivery of IT services as defined in the duties and responsibilities. This position will represent the County in a professional and effective manner and establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public. Flexibility to achieve performance excellence in a telework arrangement.

Duties and Responsibilities
- Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
- Identifies and resolves application issues, that are not immediately apparent in existing processes/systems by applying established application development principles and best practices
- Analyzes, develops, configures, and tests computer application systems within a Windows environment
- Develops new systems based on studies, project requirements and user specifications
- Analyzes and evaluates information processing systems to identify better County business solutions
- Identifies and evaluates end user needs through incoming requests, independent evaluation or design specifications
- Designs system enhancements and other alternatives to existing methods of manual and automated business processes
- Oversees the work of Programmer Analyst I team members related to systems development, enhancement or maintenance projects
- Ensures compliance with approved development standards, techniques and system designs
- Participates in the training of operators and end-users and in the creation of written instructions for test and production environments
- Monitors effectiveness of test data by analyzing systems
- Assists in revising applications to increase operating efficiency or adapt to new requirements
- Creates sample input data to test system adequacy intent and requirements
- Provides technical assistance to end-users identifying County and departmental requirements and system solution areas
- Drafts system documentation and specifications such as functions, operation and purpose of objects within each system
- Trains end-users and provides systems specifications and new and updated written instructions
- Performs other related technology duties and projects as assigned
Minimum Qualifications
- Graduation from an accredited college or university with a relevant degree, 3-5 years of experience, or an equivalent combination of education and experience
- Knowledge of computer database management systems and development concepts; knowledge of system analysis techniques such as flow-charting and file design; knowledge of programming standards; knowledge of technologies including SharePoint and relational databases
- Skill in design and development of applications using various Languages or exposure to development languages; skill in object orientated application development using relational databases
- Ability to identify and analyze end-user problems; ability to organize information in a logical manner and devise practical solutions to problems; ability to effectively communicate, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public
- Demonstrates technological intuitiveness
- Must secure and maintain a favorable background investigation and clearance
- Must clear a pre-employment physical and a pre-employment drug screen test
- Required to be on call 24 hours
- May be required to work more than 40 hours during the workweek
- May be required to work weekends
- This position may need to satisfy the requirement of completing and passing an assessment during the employment process
Preferred Qualifications:
- Strong knowledge of the following languages: .NET Framework, Java, C or and Scripting JavaScript, Perl, HTML, DHTML, or HTML5, VB.NET and/or Data manipulation of SQL, XML, NoSQL, Oracle
- Skills in design and development of applications using a variety of languages, Data storage and transformation along with integration techniques
- Other development tools and languages as determined applicable to applications objectives; such as; SAP, SSIS, SSRS, SSMS, Informatica, ETL
- Knowledge of, and minimum of six months supporting and configuring Tyler applications including but not limited to: Odyssey, Supervision, Portal, Jury, and Softcode
Working Environment and Physical Demands:
- Constantly working in indoor / telework conditions
- Frequently moves items weighing up to 10-15 pounds
- Occasionally moves objects weighing up to 15-30 pounds
- Occasionally move about the office / telework office
- Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
- Constantly operates a computer and other office productivity machinery
- Positions self to perform essential functions of the job in an office / telework environment
- Must be able to remain in a stationary position

- Maintains County-issued equipment, software, data and supplies
