Program Manager / CTM (Materiel Fielding and Medical Liaison Support Services)
Location: Fort Detrick, Maryland
Position Summary
This contract is contingent upon government award.
The Program Manager/CTM will lead a team supporting the Materiel Fielding and Medical Liaison Support Services contract, ensuring efficient, accurate, and timely task performance. Working closely with the Contracting Officer’s Representative (COR), the Program Manager will oversee issue resolution and manage all contract actions, including funding, finances, security, and quality control, with an emphasis on ISO 9001 compliance. This is a key leadership role focused on maintaining the highest standards of performance and accountability across the program.
Responsibilities
Oversee and supervise staff assigned to the contract, ensuring smooth transitions in and out of the program.
Ensure tasks are performed efficiently, accurately, on time, and in compliance with contract requirements.
Coordinate with the COR to ensure task management aligns with overall contract requirements.
Ensure timely and accurate submission of invoices.
Contribute to the development and management of an operational plan containing essential program/project planning information.
Manage the timeliness, completeness, and quality of problem identification and corrective actions.
Provide integration of information management business practices and rules into the operational architecture.
Ensure all analysis and reporting adhere to relevant military standards, protocols, and security requirements.
Train and mentor new personnel on Standard Operating Procedures (SOP) as needed.
Qualifications
An active DOD Secret security clearance.
Authorized to work in the U.S. permanently without sponsorship.
Must be a U.S. Citizen
A minimum of 8 years of experience in program management and Army logistics.
Project Management Professional (PMP) certification.
Strong leadership and supervisory skills in support of government contracts.
Understanding of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Travel Regulations (DTR).
Excellent communication and interpersonal skills.
Manage multiple tasks and prioritize effectively.
Knowledge of Army automated logistics systems and medical logistics programs.
Ability to develop and manage operational plans and conduct life-cycle management reviews.
Must have excellent organizational and interpersonal skills.
Must possess excellent communication skills, both oral and written, in English.
