Manages multiple and/or large programs to ensure that implementation and prescribed activities are carried out in accordance with specified objectives. Manages the work activities for multiple programs to ensure satisfying delivery. Manages the planning, scope definition, design, execution, and delivery. Tracks progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports to senior management. Responsible for managing activities of external consultants and/or vendors. In-depth understanding of the field's concepts and principles. Leads and directs the work of other employees and has full authority for personnel decisions. Supervision may be provided through a team of subordinate supervisors and/or managers. Administers departmental policies and procedures, evaluates results and performance, and assists with the development of new or modified budgets, strategic plans, or policies.
Responsibilities
+ Serve as the primary point of contact for the government client, providing regular updates, managing expectations, addressing concerns, and ensuring clear, transparent communication between all stakeholders.
+ Coordinate with the customer to align program goals, technical priorities, and deliverables.
+ Manage a cross-functional team of developers, engineers, system administrators, and support staff. Provide appropriate staffing levels, skillsets, and performance to meet delivery requirements.
+ Lead a hybrid, geographically dispersed team, fostering collaboration and productivity across remote and onsite staff.
+ Designate team leads for each development team to ensure technical oversight and team cohesion.
+ Oversee all aspects of task execution, including resource planning, performance tracking, risk mitigation, quality assurance and reporting to ensure projects are delivered on schedule, within budget, and according to scope.
+ Ensure compliance with all contractual requirements, SLAs, and performance metrics. Prepare and present deliverables, status reports, and contract-required documentation to ensure contractual compliance.
+ Proactively identify, assess, and mitigate program risks. Lead resolution of issues through structured problem-solving, escalation paths, and collaboration with client and contractor stakeholders.
+ Produce executive-level briefings, program reviews, and data-driven reports for government and company leadership. Support governance processes including investment reviews and compliance reporting.
Qualifications
+ Top Secret clearance with SCI eligibility.
+ 10+ years of experience in IT program or project management, with at least 5 years managing large-scale, complex federal contracts, including staffing oversight and performance monitoring.
+ Demonstrated experience delivering full lifecycle IT services, including software development, cloud migration, service desk, operations and maintenance, and security compliance.
+ Strong knowledge of cloud service models (IaaS, PaaS, SaaS) and federal cloud security frameworks (e.g., FedRAMP, NIST 800-53, Zero Trust).
+ Demonstrated success managing hybrid teams, including remote and geographically dispersed personnel.
+ Excellent communication and interpersonal skills to interact with technical teams and Government leadership.
+ Proficient in project tracking tools (e.g., MS Project, Jira, and/or Confluence) and dashboard/reporting tools.
+ Preferred Qualifications:
+ PMP Certification or equivalent program management credential.
+ ITIL v4 Foundation certification or higher.
+ Familiarity with Agile methodologies and modern development lifecycle tools. (e.g. SAFe certification).
