The Program Manager is expected to contribute in ways that will enable our innovative model of social action, which has been recognized as one of five evidence-based, best practices in California. Your role as a Program Manager will support our meaningful work alongside compassionate and talented colleagues, and will foster a relationship of collaboration, creativity, and continuous learning.
SUMMARY
The Program Manager is responsible for the overall management and operation of our Streets Team Volunteer Program (“STVP”) in Palo Alto which encourages unhoused participant, both volunteers (called Team Members) and workforce employees (called Participant Employees) to clean up throughout their community. Clean up shifts are deployed up to 7 days per week in a variety of settings including business corridors, waterways, encampments and other blighted areas. Participants receive case management and employment services to reduce barriers to self-sufficiency. Teams provide meaningful structured daily activity that fosters community, kindles confidence, reaffirms dignity, and develops employment soft skills like punctuality, cooperation, and personal responsibility. The most critical component of Team management is our Weekly Success Meetings where Team Members share successes, challenges, support, resources, and a meal. By the numbers, you will:
- Manage budget of up to $600,000
- Hire, coach, and develop two direct reports
- Manage an additional six Participant Employees
- Manage a volunteer team of at least 20-25 Team Members on 3 contracts, which operate at various times, 7 days a week
- Run 2 community programs in conjunction with the city and/or county of Santa Clara
- Report as required to Palo Alto city and county partners
WHAT YOU’LL DO
Programs
- Provide daily hands-on management of a large team of unhoused volunteers within the city and/or county
- Manage Participant Employees along with volunteers
- Seek out supportive health, housing, employment services and other pathways for the program in conjunction with local staff
- Motivate and graduate Team Members and Participant Employees to remove barriers to their self-sufficiency and into external employment and permanent housing
- Prepare and present motivational content at Team Meetings every week
- Attend all stakeholder meetings virtually or in person relevant to programmatic operations and goals
- Act as the face to the greater community by representing the Team to all existing and potential partners including local government agencies, other social service providers, donors/funders, community-based groups, private business, and other stakeholders
- Effectively track and report project data to city/county contractor, DST management, and the general public
- Purchase and transport supplies for Team Member shifts and the office
- Provide transportation for Team Members as needed
- Maintain Team culture and accountability by working through complex issues in a respectful, compassionate, yet firm manner
- Maintain regular communication with other staff regarding team goals, potential partnerships, projects, and new ideas
- Achieve on contract compliance and goals
- Work on new projects opportunities within the community
- Attend shift to check in with participants daily or assign a schedule to ensure check-ins are completed
- Oversee a weekly workshop delivered by local staff every week
- Conduct a weekly staff meeting of local staff to discuss updates, strategy and case conferencing
Management and Operations
- Hire all full-time, regular employees including but not limited to the Case Manager, Employment Specialist, Lead, and/or Office Admin. These activities include recruitment, hiring, training, performance management and if necessary, firing of their direct reports
- Resolve complex employee relations matters as needed
- Perform bi-annual performance reviews and review goals related to performance management at least twice monthly
- Document areas of concern and necessary improvement including Employee Counseling Statements, Employee Performance Notices, Performance Improvement Plans; as well as collaborate in investigations as needed
- Conduct new staff orientation and introductory period training plan including all necessary timekeeping and financial systems
- Ensure timely submission of timecards and all financial reporting for all direct reports across two time-keeping systems
- Provide meaningful and frequent job coaching/training to all direct reports to provide a deeper understanding of their role, address their needs and encourage innovative ideas
- Perform bi-annual competency reviews for direct reports and produce meaningful development plans to be used while coaching for growth and improvement
- Complete all funding applications and budgets with the support of the Regional Director
- Assist Director and/or Senior Director in creating an annual budget for your community
- Monitor program expenses and review monthly financial statements with Regional Director
- Effectively communicate messaging, initiatives, and announcement including those established in Program Management meetings
- Provide ongoing opportunities to create greater awareness and support of DST’s vision, values, culture, and impact
- Attend all internal meetings relevant to the role
Fund Development
- Research and apply for new funding opportunities
- Develop strong, positive working relationships with current and potential funding agencies
- Engage the business community through Business Improvement District, Chamber of Commerce, and other organizations and events
ADDITIONAL RESPONSIBILITIES SPECIFIC TO THE ROLE
- Collaborate, support and fill in when needed in the other SCC communities
- Oversee Palo Alto Food Closet and maintain a steady stream of Team Member and community member volunteers
WHAT YOU’LL NEED
- HS Diploma or equivalent
- Ability to perform job duties with minimal supervision
- Strong organizational, problem-solving, and analytical skills; able to manage priorities and workflow
- Excellent listening comprehension, written and verbal communication skills
- Incredible people-skills and emotional intelligence
- Working knowledge of data collection, data analysis, and evaluation methods
- Proficient in Microsoft programs and computers
- Reliable vehicle with current insurance, and the ability to travel regularly throughout the local area
- Physical requirements: sitting, standing, or walking for long periods of time and pushing, pulling and/or lifting up to 25 lbs.
