Responsibilities
PRIMARY PURPOSE
Monitors and reports on the progress of all projects or programs in Rail Expansion Program or Bus Rapid Transit Program and collaborating divisions, involving large scope, risk, impact and sensitivity.
Key Accountabilities
Monitors a portfolio of assigned capital projects involving large scope, risk, impact and sensitivity, in alignment with divisional strategy and departmental objectives.
Leads the development of an overall harmonized reporting structure and reporting tools which may include quarterly, monthly and look ahead reports as well as dashboards. Develops a thorough understanding of the timelines, templates and accuracy of the reporting requirements.
Consolidates reports for all projects delivered under the Program and other collaborating divisions and contributes to Executive and Board level reporting.
Manages the development, compilation, and production of work plans covering scope, budget, cash flow, risk, implementation plan, procurement strategy, regulatory requirements and other relevant information.
Coordinates with Project Managers and Finance Teams to ensure that final financial reports and associated documents are complete, and that information provided is accurate.
Manages the report review process, including liaising with internal and external stakeholders, and addressing questions and comments received from reviewers.
Researches and implements industry best practices including continuous development in the reporting process.
Proactively analyzes and mitigates project risks while escalating risks that threaten the successful delivery of key milestones and/or project deliverables.
Actively analyzes, documents, and reports on project performance to steering committees, key stakeholders, and oversight groups throughout the life cycle of the project/program.
Effectively communicates with stakeholders throughout the enterprise to ensure project transparency.
Develops key performance indicators (KPIs) and metrics upon which projects will be evaluated.
Manages staff, providing leadership for training and development, coaching, performance planning and reviews and related people management.
Qualifications
EDUCATION AND EXPERIENCE
The competencies for this position are acquired through completion of university degree in Engineering, Urban Planning and/or Business Administration and a minimum of six (6) years of previous experience in planning/design related to transportation systems and related project management work.
Other Requirements
Advanced knowledge of the principles, theories, concepts and practices of project management.
Advanced interpersonal skills to build and maintain relationships with multiple internal and external stakeholders.
Advanced analytical and problem-solving skills, to resolve critical and high impact issues.
Advanced time management and organization skills to balance and coordinate efforts across multiple, concurrent activities under time constraints.
Advanced verbal and written communication skills.
Solid technical skills in business and project management computer applications including Microsoft Office applications, Primavera P6 and other reporting and scheduling tools.
PMP certification is an asset.
Other Information
This position reports directly to the Senior Program Manager under the Rail Expansion Office (REXO). REXO was established to coordinate the Rail Expansion Program (REP) which consists of a number of major rail fleet, infrastructure and systems projects included in the Mayors’ 10-Year Vision Plan. The Program represents a significant amount of capital investment in Metro Vancouver’s SkyTrain network, including TransLink’s support to the Province on the concurrent delivery of the Broadway Subway Project (BSP) and the Surrey Langley SkyTrain (SLS). To ensure the successful delivery of these complex and inter-related projects, REXO was established to guide program execution with an integrated approach to maximize benefits realization and address opportunities and risks holistically across the enterprise.
This Program Manager I role will focus on providing schedule, cost and resource management supports for the Senior Program Manager, including, but not limited to: participating as a key contributor in the Program monthly report, hosting coordination meetings with various project delivery teams, engaging internal stakeholders, supporting development of presentation materials, and escalating any changes of the Program budget and schedule to senior executives for resolutions and decisions.
While a PMP designation will be a great asset for this role, a higher value will be placed on having relevant and practical experience in program control management, effective stakeholder engagement, and a keen understanding of the organization’s culture and interdepartmental dynamics. Effective communication and presentation skills are necessarily required.
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of Pay
Salary $89,600 - $134,400 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
