Job Summary:
We are seeking an experienced Program Manager with a Civil Engineering background to oversee the design, construction, and commissioning of hyperscale data centers in Qatar and the region. The ideal candidate will have a proven track record in delivering large-scale data center projects, including testing and commissioning up to Level 5, and be well-versed in health & safety procedures and authority approval requirements.
This role requires deep expertise in civil engineering, structural planning, and infrastructure management, ensuring that the construction of data centers meets international standards for reliability, resilience, and safety.
Key Responsibilities:
1. Program & Project Leadership
- Lead the planning, execution, and delivery of hyperscale data center projects, ensuring alignment with business and technical requirements.
- Manage multiple project phases, including civil works, structural design, MEP, and ELV systems.
- Define and enforce project timelines, budgets, and risk mitigation strategies.
- Coordinate with engineering, operations, and technology teams to ensure a seamless integration of civil, mechanical, and electrical components.
2. Design & Construction Oversight
- Oversee the entire design process (Stages 1-4) for hyperscale data center infrastructure.
- Ensure compliance with Tier III & Tier IV standards for data center construction.
- Supervise the civil, structural, and foundation works, ensuring load-bearing capacity meets hyperscale data center requirements.
- Work closely with architects, contractors, and consultants to maintain structural integrity and compliance with seismic, fire, and wind resistance standards.
3. Testing & Commissioning (Up to Level 5)
- Lead and oversee testing & commissioning processes from L1 to L5, ensuring operational reliability before going live.
- Ensure full functionality of power, cooling, security, and redundancy systems, integrating them into the structural framework.
- Address potential civil and structural challenges impacting uptime and resilience.
4. Health, Safety & Authority Approvals
- Implement and enforce QHSE (Quality, Health, Safety, and Environment) best practices in all project phases.
- Ensure compliance with local and international construction regulations, including municipality, environmental, and fire safety requirements.
- Liaise with government authorities and regulatory bodies to secure necessary permits and approvals.
- Conduct regular safety audits, risk assessments, and incident investigations to maintain the highest safety standards on-site.
5. Stakeholder & Risk Management
- Serve as the primary liaison between stakeholders, clients, regulatory authorities, and internal teams.
- Develop and implement risk management strategies to mitigate project delays or budget overruns.
- Provide detailed project status reports to the Enterprise PMO Director and executive leadership, ensuring transparency and accountability.
Key Requirements:
Education & Certifications:
- Bachelor’s or Master’s degree in Civil Engineering or a related field.
- Professional certifications such as PMP, PRINCE2, or Data Centre Design Certifications (Uptime Institute, TIA-942, or equivalent) are a plus
- Minimum 10 years of experience in the relevant field preferably in construction industry.
