ABOUT THE WORK UNIT
The Office of Adult and Juvenile Justice Assistance (OAJJA) administers federal and state criminal and juvenile justice funding programs and provides staffing support to the Justice Assistance Grant (JAG) Board and the Juvenile Justice and Delinquency Prevention (JJDP) Council. In addition, OAJJA staff are actively involved in policy initiatives intended to improve the criminal and juvenile justice systems. The Governor-appointed Juvenile Justice and Delinquency Prevention (JJDP) Council establishes funding priorities for the funding from the OJJDP and serves in an advisory capacity to the Governor and State legislature as well as state agencies on juvenile justice and delinquency prevention matters. Similar to the JJDP Council, the Governor-appointed Justice Assistance Grant (JAG) Board establishes funding priorities for the Justice Assistance Grant and serves in an advisory capacity to the Governor and State legislature as well as state agencies on criminal justice matters.
The OAJJA administers federal grants under the Department of Justice to address and support criminal and juvenile justice programs, initiatives, and system improvement efforts. The two grants from the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP) which are administered through OAJJA include the Formula (Title II) Grant which provides dollars to state and local entities to assist in efforts designed to enhance or respond to a variety of juvenile justice and delinquency issues from prevention through aftercare. In the 2019 legislative session, the Colorado General Assembly appropriated $3.5 million in funding to DCJ for re-establishing the Juvenile Diversion program. Per Colorado Statute, the goal of diversion is to prevent further involvement of juveniles in the formal justice system (19-1-103(44) C.R.S.). OAJJA also administers the Justice Assistance Grant (JAG), the Project Safe Neighborhood Program (PSN), and the John R Justice Program from the federal Bureau of Justice Assistance, the National Criminal History Improvement Program (NCHIP) available through the federal Bureau of Justice Statistics and the Paul Coverdell Forensic Science Improvement Grant Program available through the National Institute of Justice which focuses on improving the quality and timeliness of forensic science activities within the state and supports lab accreditation and reduction of backlogs and turn-around times for forensic examination activities. The state-funded Body-Worn Camera Grant Program was established for the purchase of body-worn cameras, for associated data retention and management costs, and for training for law enforcement officers in their use.
The unit staff conduct statewide activities including, but not limited to, development and/or implementation of public policy and guidelines for the implementation of effective criminal and juvenile justice programs; administration and implementation of grant management policies and rules; training of grant applicants on policies and procedures and effective grant management practices; provision of technical assistance to grantees on criminal and juvenile justice systems issues and ongoing implementation and evaluation of grant projects; monitoring of grant project performance and data collection and reporting to the legislature, the general public and the federal government. The Office of Adult and Juvenile Justice Assistance (OAJJA) facilitates coordination between the federal, state and local departments of criminal and juvenile justice, including law enforcement, adult and juvenile probation, adult and youth corrections, mental health, substance abuse treatment, and education on issues regarding criminal and juvenile justice system improvement and violent crime in Colorado.

About The Position
The purpose of this position is to manage the administration of federal and state grants. This position produces the annual Application and Performance Report for assigned grants and provides guidance to respective review panels/committees regarding grant related activities. This position manages subgrants which includes site visits to ensure compliance with grant mandates and requirements. Responsibilities of this position include initiating, monitoring and directing administrative aspects related to receiving, disbursing, monitoring, audit compliance, and reporting of federal and state grant programs, which distribute funds throughout the state. This position interprets programmatic and financial federal and state laws and regulations to ensure compliance by subgrantees. This position reviews and approves proposals to determine funding eligibility, approves cash requests, authorizes or denies grant adjustments and budget modifications and drafts grant agreements and modifications to grant agreements. This position may serve as the staff liaison to the grant review panel/committee and manages the process by which they review grant applications and manages the process by which grant application appeals/reconsiderations of the advisory board’s/councils’ decisions are made.
Key Responsibilities
Programmatic rant Management
On-going grant management that includes paper and on-site administrative and programmatic monitoring to determine and verify compliance with complex federal and state regulations, rules, procedures, policies and adherence to the project’s stated goals and objectives. Completes analysis to assign monitoring risk level and establishes a monitoring plan according to risk level. Conducts compliance monitoring file reviews, desk and/or on-site monitoring with subgrantees to assess financial and programmatic compliance; uses creative problem-solving skills to enable programs to achieve success and comply with rules and regulations. Reviews and approves cash requests, quarterly progress reports (narratives); authorizes or denies budget revisions, budget extensions, program modifications; drafts contract modification documents.
Anticipates needs, develops strategies to address concerns, recommends needed changes and provides on-going training and technical assistance to the programs as needed and/or requested. Utilizes expertise in performance measures by reviewing data submitted by subgrantees, ensuring it provides the appropriate measures to determine project success and compares reported quantitative and qualitative measures to program objectives. Provides on-going technical assistance related to performance measures to DCJ staff, review panel members and subgrantees. Develops and facilitates collaborative relationships with local, state and federal agencies and advisory members in order to maintain an effective criminal justice system and efficient grant programs. Identifies and addresses or resolves politically sensitive issues regarding grant funds while representing the Division of Criminal Justice in federal, state or local settings.
Grant Administrator
Interprets federal and state statutes, rules and regulations related to the NCHIP, Coverdell, and PSN federal and other state grant funds. Composes Announcements of Funds for assigned grants based on federal and state regulations and funding committee/panel recommendations. Receives and reviews applications for compliance, analyzes budgets, contacts applicants for clarifying information, recommends funding decisions to the Funding Review Committee/ Panel and its appropriate committees, prepares content of Grant Agreement (contract) and approval letters, and completes internal paperwork. Manages the process by which the Funding Review Committee/ Panel conducts application reviews, makes funding recommendations and hears appeals/requests for reconsideration. Provides technical expertise in the use of DCJ’s grant management system and guides the board, DCJ staff and subgrantees through each step of each grant life-cycle including funding, contracting, reporting and closeout.
Training and Technical Assistance
Develops and conducts state-wide trainings for DCJ’s grant management system, for grant management, grant writing and performance measures for subgrant applicants and recipients to ensure program compliance with complex state and federal grant laws, rules and regulations; provides extensive technical assistance and training during site visits with subgrantees in an effort to facilitate compliance. Conducts orientations for Funding Review Committees/ Panel members and structured trainings related to the use of DCJ’s grant management system and the CESF funding process.

Seven (7) years of full-time professional experience in programmatic grant management and grant administration.
OR
Education And Experience
A Bachelor's degree and three (3) years of professional experience in programmatic grant management and grant administration.
OR
A Master's degree AND two (2) years of professional experience in programmatic grant management and grant administration.

CONDITIONS OF EMPLOYMENT
