Grasmick Education Building\n200 West Baltimore St\nBaltimore, MD 21201�\n Main Purpose of Job The Payroll Specialist is responsible for managing and coordinating payroll processes, ensuring accurate payroll allocation, and reconciling payroll-related reports. This role also provides support to the Accounts Payable team and performs other assigned duties as needed.\n POSITION DUTIES \n Review the SPMS payroll summary report and submit it to DBM for approval.\n Perform payroll allocation journal entry in FMIS for both contractual and regular payrolls using reports from CPB, a payroll costing file, and a position detail file.\n Use the PCAP report maintained by the budget team for allocating both contractual and regular payrolls to the correct PCA, grant, and program.\n Clean up the default PCA that is used by CPB to allocate the payroll.\n Calculate and book payroll encumbrances.\n Reverse payroll encumbrance for each payroll cycle promptly to avoid appropriation issues.\n Perform year-end payroll accruals.�Reconcile cost sheets and position detail reports from the central payroll bureau with FMIS allocations.\n Reconcile regular and contractual payroll allocations at the position/PIN and PCA levels.\n Maintain a detailed log of payroll data by each payroll cycle, including PINs and PCAs, ensuring it matches FMIS data for each fiscal year.\n Ensure all payroll data aligns with internal and external financial reports.�Provide payroll information allocated at the CFDA level for audit purposes.\n Provide actual contractual payroll data for the fiscal year, including PINs and job codes, as required for the agency's budget submission in BARs.\n Distribute check registers to auditors, detailing actual payroll allocations to the grants.\n Respond to audit inquiries related to payroll activities.\n Review, approve, or reject monthly employee expense reports submitted via the MSDE employee expense mailbox.�\n Serve as a backup to release and submit payments on the 32 screen and upload them to Ebooks for R01, R02, R03, R06, and R07.\n Monitor the 530 screen for R00, R01, R02, R03, R04, R05, and R06.\n Assign, review and approve the work of and train lower-level Accountants�\n\n MINIMUM QUALIFICATIONS �Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.\n�Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include two years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.�\n\n\nNotes:\n\n\n�1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.�\n�2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.�\n�3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.\n�4.
