407 EDG and BBI entered into a Design-Build-Finance-Operate-Maintain agreement (“DBFOM”) with Her Majesty the Queen in Right of Ontario (“HMQ”) as represented by Infrastructure Ontario(“IO”), and the Ministry of Transportation of Ontario (“MTO”) for the Highway 407 East Extensions Phase 1 and 2; and is responsible for all aspects of the highway’s design, finance, construction, operations and rehabilitation. The projects, starting on the west end with Phase 1, comprised of an extension of approximately 22 kilometers of Hwy 407 towards the east from Brock Road in Pickering to Harmony Road in Oshawa, in the province of Ontario it includes Highway 412 that serves as a north-south freeway connector to Hwy 401 (approximately 10 km) and 4 Km on the Hwy 401. Phase 2 is an easterly extension of Hwy 407 Phase 1 from its terminus east of Harmony Road in the City of Oshawa to Highway 35/115 in the Municipality of Clarington of approximately 22.1 km that includes the East Durham Link, Highway 418 that serves as a north-south freeway connector to Highway 401 (approximately 10.4 km). Both projects include several interchanges, including freeway to freeway. The Project Agreements are for a 30-year concession starting from the date the highway opened to traffic with Phase 1 opened in 2016, and Phase 2 opened in 2018.


As the Operations Manager you will provide resources to operate a safe and efficient highway system, which includes the planning, scheduling, and execution of capital and routine maintenance activities. The Operations Manager is accountable for upholding the quality and standards set by the organization and reporting to the CEO.


Essential Duties and Responsibilities:

  • Ensures compliance with the Project Agreements (PA’s) on all the roadway operations.
  • Manage the day-to-day maintenance of the road to satisfy the quality requirements and preserve the useful life of the asset.
  • Manage the day-to-day operation of the road responding to incidents in an efficient manner ensuring the safety or the workers and the motorists.
  • Manage the personnel assigned to operations and maintenance of the road including supervisors, foreman, mechanics and road crews.
  • Propose investment in equipment, personnel and training for the department and follow through with the purchase and implementation.
  • Prepare and submit for approval the annual budget for the Operations Maintenance Department. Manages and controls costs ensuring compliance with the approved annual budget.
  • Manage outsourced O&M contractors.
  • Produce accurate, relevant and timely monthly, quarterly and annual reports on maintenance operations following company procedures.
  • Produce annual, mid-term and long-term plans for maintenance and improvement of the roadway structure
  • Prepare all O&M-related reports and plans.
  • Prepare and maintain current policies and procedures for all functions of the department.
  • Implement policies and standards developed by Asset Manager, Quality Environmental and Safety Manager or responsible local entities and ensure and track compliance with those policies and standards
  • Prepare equipment specifications and initiate all equipment purchases in accordance with Company procurement policies
  • Manage and develop staff and ensure they possess the qualifications and training in safety, environmental compliance, inspections, and procedures for emergency incident response needed for the proper maintenance of the highway system.
  • Supervise the quality of work performed by the maintenance and incident response staff and propose corrections and improvements when appropriate
  • Monitor the results and trends from the inspection process and amend processes and plans as needed
  • Responsible for internal communication to maintenance team and encouraging safety, innovation and efficiency improvements.
  • Make recommendations on staffing decision such as headcount levels, training, disciplinary actions and terminations.
  • Manage maintenance activity, project assets, and inventory tracking through computer software.
  • Monitor the efficient deployment of emergency response units and make necessary recommendations to the appropriate emergency unit for changes to the procedure as needed by the Company.
  • Maintain communication with MTO and all outside emergency response units to improve the business relationship with the Company.
  • Ensure efficiency is applied to all aspects of the operations as long as it does not compromise any of the other company goals (such as safety).
  • Responsible for developing the company O&M Safety Plan, emergency procedures, and all required updates in coordination with the Quality, Environmental and Safety Manager.
  • Assess safety and health program policy issues, reviewing and analyzing the effectiveness of the safety and health program.
  • Ensure that safety and health issues are routinely discussed by all levels of management at staff meetings or other appropriate meetings.
  • Ensure that staff has received all required health and safety training and updates.
  • Conduct audits and inspections to ensure compliance with the Safety Program.
  • Actively promote the safety of the department and employees in accordance with both Company Policies and OSHA standards as determined by the Safety Manager
  • Coordinate and collect of all third-party accident claims to help ensure timely recovery of assets.
  • Coordinate departmental efforts and resources with the Quality, Environmental and Health and Safety Manager to ensure all environmental standards are followed and reports are submitted concerning any environmental incident.
  • Coordinate with the Quality, Environmental and Health and Safety Manager to ensure all department efforts are directed toward adhering to Company QA policies
  • Prepare and implement a Winter Maintenance plan.
  • Supervise and manage winter maintenance operations.
  • Coordinate the collection and submittal of all Roadway Maintenance data to track maintenance expenses and work accomplished and report data to the Operations and Maintenance department and Officers to explore possible improvements.
  • Perform other job-related duties and responsibilities as necessary


Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • High school diploma or equivalent required; some college or an associate’s degree is preferred
  • 7-10+ years of experience in highway operations and maintenance, including major maintenance, planning, winter maintenance and organizational leadership.
  • Specific knowledge of best-practices, methods, materials, and equipment used in roadway maintenance (inclusive of specification writing experience for equipment).
  • Knowledge of OTM Book 7 Temporary Conditions.
  • Must possess a Class “D” Commercial Driver’s License (minimum) with Air Brake Endorsement or the ability to obtain a CDL within 90 days of employment (provided by the company).
  • Must have a working knowledge of the Employment Standards Act (ESA) and the Ontario Health & Safety Act (OHSA).
  • OSHA 10 Hour Construction Outreach with special emphasis on Hazard Communication, or the ability to obtain such within 30 days of employment. (Provided by the company).
  • First Aid and CPR training, or the ability to obtain such within 30 days of employment. (Provided by the company).

Computer Skills:

  • Computer proficiency in Microsoft Office (Microsoft Excel, Outlook, Word, and PowerPoint) and other PC-based software
