OPERATIONS MANAGER
GENERAL OBJECTIVE: The Operations Manager enables the delivery of high-quality early childhood education by ensuring the efficient functioning of agency operations. Reporting to the Operations Director and supervising the Operations Specialist and Operations Assistant, this position conducts procurement, safety compliance, licensing, and facility operations across all agency sites. The Operations Manager ensures adherence to regulations set by Head Start, the Oregon Department of Early Learning, and local authorities, while fostering a safe, inclusive, and productive environment for staff, children, and families. With a strong focus on strategic planning, project management, and collaborative leadership, this role is responsible for maintaining seamless daily operations and promoting a culture of continuous improvement, teamwork, and service excellence.

Essential Functions
Procurement
- Order office and janitorial supplies (including diapers and wipes) for all agency facilities, as needed
- Communicate ordering system to staff, receive orders
- Implement and monitor ordering system to ensure maximum efficiency and ease-of-use
- Complete the purchase order process for purchases, as needed
- Find and develop relationships with vendors with a focus on price and service
- Communicate with vendors regarding product purchases, pricing and delivery
- Complete the bid/procurement process when needed
- Ensure that all billing/invoicing is complete and submitted to the Finance Department
- Use strategies such as bulk purchase, negotiating, purchasing timing, etc. to ensure we are getting the best product at the best price
Operations
- Coordinate monthly safety drills as required
- Schedule, conduct, and monitor health and safety checks at each center monthly
- Responsible for Agency licensing process, including lead testing
- Work with Office of Child Care, Sanitation, and local Fire Marshals, and other state, regional and Federal entities to ensure compliance for all agency facilities
- Support of Operations Director
- Collaborate with Operations Director with the planning and implementation of CCCC’s Safety Incentive Program.
- Create learning opportunities for staff to engage in the process of working safely by collecting existing resources (videos, trainings, articles, etc.)
- Development, review and revision of Operations Policies and Procedures, as needed
- Ensures adherence to Agency Policies and Procedures and escalates exceptions to the Operations Director
- Special projects, as assigned by the Operations Director
- Assist Operations Director in development of the agency’s Emergency Preparedness Response and Recovery program and the creation of new materials
- Collaborate with Nutrition Services Manager and Facilities Manager to ensure operational readiness of all agency facilities.
- Ensures news classrooms, sites, and locations are in compliance with all licensing requirements, including hazardous materials testing coordination
Employee Safety Committee
- Assist with the organization and execution of practices for agency’s Safety Committee
- Recruit Safety Committee members in accordance with OSHA requirements
- Participate in monthly safety committee meetings
- Conduct safety inspections, as needed, of agency work locations
- Work with location supervisor and Facilities Manager to correct any safety concerns, as needed
- Conduct employee accident/incident investigations, as needed
- Maintain safety committee documentation, as required by OSHA
Leadership
- Provide day to day supervision and direction to Operations Specialist and Operations Assistant
- Provide annual reviews and monthly supervision sessions to the Operations Specialist and Operations Assistant
- Collaborate with agency staff to ensure facilities are set-up and maintained to promote a positive experience for staff, children and families
- Actively participate as a member of the Management Team to support the integration of services across the agency
- Analyze data monthly as part of ongoing monitoring
- Lead Operations Component in annual agency self-assessment process, as required by the Office of Head Start
- Participate in agency strategic planning process annually

- Respect and maintain confidentiality of information regarding enrolled children and families, personnel issues, and other program operations as appropriate
Training
- In consultation with supervisor, develop professional work goals and training plan. Participate in training as requested
Working Conditions
- Hybrid working environment with occasional assistance with maintenance and facilities duties.
- Frequent computer use.
- Frequent travel to multiple Agency sites in Clackamas County.
- Moderate lifting (up to 50 lbs.), bending, carrying, and standing while assisting with maintenance duties.
- Occasional use of hand tools while assisting with maintenance duties.
- Occasional kneeling, stooping, and bending
- May be required to respond to security and safety calls 24/7
Requirements
Education and Experience:
- Associate’s degree Business Management, Project Management, or related field; Prefer Bachelor’s Degree
- Minimum of one year of experience in facility management and compliance in an educational setting required
- Minimum of one year in a leadership position required
- Experience in project management required
- Experience in developing and providing individual and small group training to adult learners preferred
- Experience working with children and adults from diverse populations preferred
- Knowledge of Head Start Federal Performance Standards, Oregon Childcare Regulations preferred
- Early Childhood experience preferred
