Summary

This is a Temporary Full-Time Position.  There are no leave or retirement benefits offered. The NCDOT Office of Civil Rights (OCR) promotes equal access and opportunity in transportation programs for our customers, employees, and applicants. OCR is responsible for administering several programs in support of its mission and goals. The OCR works to foster equal opportunity for all in NCDOT services; conduct compliance reviews of covered entities that are required to comply with nondiscrimination laws and regulations; provide training and technical assistance to covered entities; conduct statewide outreach to help individuals and covered entities understand rights and obligations under discrimination laws; provide individuals with needed training in order to perform position requirements on NCDOT projects; and provide business and technical training to improve the efficiency and skills of small businesses to increase their economic viability. The Federal Highway Administration (FHWA) On-the-Job Training (OJT) program is an essential element of the Federal-aid Highway Program. The successful implementation of OJT by a State Department of Transportation (State DOT) helps develop a competent and diverse workforce to meet current and future hiring needs for highway construction. In addition, the successful implementation of the FHWA OJT Program supports the Department's focus on workforce development, particularly with respect to the Program's primary objective of recruiting, hiring, and advancing traditionally underrepresented individuals in the highway construction workforce. The primary purpose of this position is to assist the OJT Unit's Construction Education, Exploration, Exposure and Development and Adult Education & Training Programs.   Assisting in youth education and training (CEEED); Advanced Training; and Highway Construction Trades Academies, including oversite, and program support, monitoring, reporting and annual closeout. Assists and supports Consultant Management. The selected candidate will travel across the state as needed to support OJT programs. The program area for this position includes experience in or working knowledge of workforce program development and implementation, vocational/skill program development and evaluation, or employment rehabilitation/reintegration programs. Applicants must submit an application that clearly reflects work experience that demonstrates the following: * Demonstrated experience exercising judgment and discretion in establishing, applying, and interpreting policies and procedures.  * Demonstrated experience using Microsoft Office. * Working knowledge of skills required for highway construction trades including carpentry, masonry, welding, electrical systems, heavy equipment operation  * Demonstrated ability to communicate verbally and in writing at all levels of the organization, with internal and external stakeholders and to groups. * Demonstrated ability to lead training and/or continuing education sessions with at least two years' experience.  Some state job postings say you can qualify by an "equivalent combination of education and experience."
