Reporting to the General Manager, District Facility Services, you will be responsible for:
- managing the Technical Services Team of the District Facility Services Department;
- managing all aspects of repairs and maintenance works from strategy formulation, budget planning implementation and cost control;
- being accountable for various tender and procurement activities for different venues’ MEP systems to ensure smooth and risk-free routine operations;
- driving continuous improvement on asset performance, stay abreast of industry trends and emerging technologies to drive innovation to enhance systems;
- co-ordinating with internal teams in District Facility Services Department, other user departments and stakeholders to define technical strategies and improvement plans for technical services in various venues to ensure supporting overall business objectives;
- leading a team of professional engineers to deliver best in class technical services to support the business and oversee the management of technical projects to ensure timely delivery and adherence to quality standards;
- managing budgets and resources efficiently to optimize technical operations;
- representing the Technical Services Team liaising with different government departments and regulatory officials on facility related matters;
- performing design reviews from an operating perspective and recommend improvements as required;
- reviewing specifications for building systems and infrastructure which consider operating life, maintainability and energy performance;
- establishing and managing overall technical asset lifecycle management plan and budget for the District.
- performing site surveys and assessments, prepare studies and reports; conduct independent investigations, checking and audits; and procure relevant consultancy services for the District’s facilities;
- leading and providing guidance to the team to drive energy performance and sustainability; ensure compliance to safety and health requirements; implement incident and risk management; and formulate relevant strategy & policy;
- working with the Projects Division on the smooth handover of new venues which includes planning staff and resources, preparation of site operation manual, incident risk and emergency operation procedures, coordinating BIM and as built documentation for different facilities and venues;
- managing and monitoring cost control and performance of outsourced property / facilities management services providers, contractors and sub-contractors in accordance with KPIs & SLAs; and
- preparing, managing and overseeing (both internal and outsourced services providers) the procurement process and contracts documentation from preparation of procurement documents and Board/Committee papers to contract award and renewal to ensure all activities comply with the internal governance, policy and procedures.
You Should
- possess a recognised university degree in Engineering / Building Services / Mechanical / Electrical or equivalent;
- have at least 15 years of experience in property / facilities / maintenance management, of which at least 10 years at managerial level with experience in managing operation, maintenance and repair services as well as improvement and alternation projects including energy efficient improvement project in non-residential projects; with experience in taking over new buildings or/and museum/gallery/exhibition/ theatre/performing arts venue management will be an advantage;
- be a professional member of relevant institution such as HKIE, CIBSE, IMECHE or equivalent;
- have a professional knowledge of and practical experience with risk management, event management, safety and security control, budget control, incident response and other building operation guideline or best practice;
- have the ability to professionally handle confidential matters and exhibit the appropriate level of judgment and decision making commensurate with the position and responsibilities;
- be familiar with Building Management System (BMS), Facilities Management System, Computerized Maintenance Management System (CMMS), others management systems and preferably, Building Information Modelling (BIM);
- possess knowledge of District Cooling System operation would be considered as advantage;
- have excellent written and oral communication and presentation skills with the ability to effectively communicate with internal and external contacts at all levels; and
- be proficient in written and spoken English and Chinese.
