WHO YOU ARE: We are looking for a creative and experienced Manager IV/V to lead the ETL team in TWC's Division of Information Innovation and Insight (I|3). The division supports the agency's mission by leveraging data to improve decision-making and service efficiency. That is, we leverage Data for Prosperity. The manager will support I|3's mission to extract, transform, and load data for reporting to better serve the employers, individuals, families, and communities of Texas. Our ideal candidate is a self-starting, motivated, and collaborative problem solver who understands the value of teamwork, critical thinking, attention to detail, interpersonal skills, and data analysis to assist in management of TWC programs. Candidates must be enthusiastic about working collaboratively with teammates, TWC staff, and other state agency staff to deliver accurate information on deadline to a wide variety of stakeholders, including other State Agencies and Local Workforce Development Areas (LWDA). Candidates will have the opportunity to apply their mindset to develop, maintain, and improve current ETL processes, and ultimately make a difference in the lives of Texans. WHAT YOU WILL DO: The ETL Team Manager (Manager V) performs highly advanced (senior-level) managerial work administering the daily operations and activities of an agency's business function, division, or department. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. YOU WILL BE TRUSTED TO: * Contribute to teamwork and communicate effectively. * Ensure adequate staffing for the team to provide development resources to develop new procedures and to sustain existing operations. * Ensure compliance with the I|3 software/systems development life cycle policy and procedures, that include waterfall and hybrid methodologies. * Monitor and control unit's functions to optimize efficiency and effectiveness. * Monitor unit work in process and actively participate in maintaining and providing input to development of ETL code. * Collaborate with CAO (Chief Analytics Officer) and I|3 directors to create and maintain I|3's values and operating principles, work to establish a culture of accountability, teamwork, excellence, ingenuity, and innovation to promote an image of I|3 excellence. * Develop employee skills and build depth of expertise to position unit for technology changes and staff turnover. * Communicate job requirements to employees and evaluate their performance. * Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures that govern TWC I|3. * Perform other duties as assigned to maintain I|3 operations. YOU QUALIFY WITH: * Six years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, two years of which must have been in an administrative management or supervisory capacity. * Relevant academic credits may be applied toward experience qualifications for this position. YOU ARE A GREAT FIT WITH: * Proficiency using PL/SQL and dynamic SQL to write ETL code. * Strong competencies in leadership, planning, project management, resource management, and organization. * Experience with data models, database design development, data mining, and segmentation techniques. * Demonstrated skills using software/systems development methodologies such as waterfall, iterative, and/or agile sprints; problem-solving; critical thinking; building quality into code; planning and organizing work; meeting due dates. * Ability for critical thinking with an eye for information analysis, objective evaluation, and problem-solving. * Ability for strategic thinking with an eye for self-directed planning, goal setting, vision, pattern recognition, and risk assessment with opportunities for evaluation. * Ability to demonstrate a logical approach to problem determination; detect and determine root causes for recurring and complex issues. * Ability to produce and present clear, concise and professional communications and presentations. * Ability to work in a fast-paced, cross-functional environment. * Experience developing and implementing goals for IT teams. * Experience with Software Development Lifecycle (SDLC). * Skill in communicating technical information to a non-technical audience. * Knowledge of Texas Workforce Commission programs.
