Description

The primary function of the Director of Planning and Scheduling is to support W.E. O’Neil in all things related to planning and scheduling of construction projects, as well as providing input on best practices and training efforts on a corporate level. The Director of Planning and Scheduling oversees the Planning and Scheduling Department and has the responsibility of approving all related processes and procedures and developing corporate training materials. The Director of Planning and Scheduling is ultimately responsible for the quality and timeliness of all schedules produced by W.E. O’Neil Construction.

Key Responsibilities

The duties, responsibilities and attributes of the Director of Scheduling typically include, but are not limited Responsibilities:

Technical Skills
  • Capable of successfully creating, managing, and updating a P6 or Microsoft Project schedules for large scale projects, under various delivery methods, diversity in market sectors and varying complexities
  • Work closely with the Estimator(s), Project Superintendent(s) and Project Manager(s) during the preconstruction phase in managing the various design phases and creating and managing the P6 schedule through the execution of the projects GMP
  • Work closely with the Superintendent(s) and project team in maintaining and enforcing W.E. O’Neil’s scheduling policy and content excellence
  • Monitor project progress with Superintendent(s) and the ability to perform monthly schedule updates for all projects that you are assigned to
  • Monitor all project completion dates/commitments and make sure no project is running significantly late without documentation and action being taken
  • Determine root cause of any impacts and assist in generating recovery schedule when deemed necessary
  • Work with Superintendent(s) as necessary to make schedule “course corrections” to ensure project completes on time
  • Partner with the Estimating Department to develop bid schedules, as required
  • Provide leadership to the project team and staff to ensure quality control remains a priority throughout the building process
  • Ensure documentation of all claims are being properly handled to avoid litigation
  • Train the Project Management and Project Superintendent personnel on scheduling philosophy
  • Develop training topics and corresponding materials
  • Lead the resolution of all project specific schedule issues
  • Provide information to be utilized in the Material Procurement Log to ensure timely deliveries that correspond with the projects P6 schedule (excel export or custom filters)
  • Provide guidance to the team on desired format and content to best organize schedule activities and monthly deliverables
  • Understands and implements the schedule requirements required by the project specifications and / or required by the Owner’s Prime Contract agreement
  • Work with project team on what-if schedules to analyze impacts of differing construction means and methods
  • Interface with project management, owner, and subcontractors on all scheduling related issues, including reporting requirements, progress status, and preparing time impact analysis
  • Ability to identify and create the global reports, layouts, filters, etc that will be used by all projects to better manage their schedule as well provide information for project and executive reports
  • Ability to create custom reports, layouts, filters, etc. to provide teams schedule information in a more readable format
  • Ability to provide detailed delay analysis, as needed
  • Experience in pull planning/last planner meetings and implementation into the schedule
  • Manage the aspects of LEAN that WEO wants to use and implement (last planner, pull planning, etc).
  • Assist Business Development with the preparation of responses to RFPs by providing technical writing, as required
  • Participate in presentations to prospective Owners, as required
  • Represent WEO at Owner, Subcontractor and coordination meetings, as required
  • Participate in weekly OAC Meetings when applicable
  • Understand the schedule requirements required by the project specifications and / or required by the Owner’s Prime Contract agreement
  • Attend and participate in WEO Quarterly Risk Management (QRM) Trainings
  • Participate in WEO networking events
  • Contribute to Scheduling Department efforts, i.e. attend conferences, seminars, industry events, etc.
  • Utilizes the WEO template schedule and updates it as needed

  • Ability to train and manage all subordinates and Core Services Scheduler(s) for assistance with scheduling tasks

  • Work closely with your project management team to develop an Owner training schedule, which shows when all applicable subcontractors will provide training to the Owner, as needed
  • Provide the leadership, management and training to ensure all WEO Scheduling Department members contribute to the successful delivery of the project
  • Manage the workload of department members to ensure it is manageable, fair and rewarding
  • Take a leadership role in resolving project claims and disputes
  • Conduct performance reviews on assigned staff
  • Understand all contract requirements and deliverables, as it related to the project schedule
  • Assist with the preparation and distribution of overall project schedules and 8-week DELETE look ahead schedules
  • Advanced understanding of CPM scheduling principles and the use of Microsoft Project or P6 scheduling software. Committed to WEO scheduling policies regarding baseline project schedule, 8-week look ahead schedules, recovery schedules, fragnets, etc.
  • Holds subordinates accountable to delivering quality schedule reports on time and adhering to W.E. O’Neil’s scheduling policy.

Qualifications: Four-year degree in Construction Management, Engineering, Architecture, Statistics, Information Systems or equivalent experience in a related field and a minimum of 15+ years of relevant scheduling experience at management / director level or equivalent

Experience generating proposal schedules for project pursuits with minimal operations support on an annualized pursuit volume of $1.5b to $2.5b

Demonstrated knowledge and understanding of various construction delivery methods, various market sectors, the construction administration process, building trades, technical aspects of construction including means and methods, materials, building systems, planning, scheduling, estimating, owner and architect relations

Proficiency in Microsoft Project or P6 Scheduling Software and Project Management Software, such as Prolog, Viewpoint, CMiC or equivalent applications. With experience, using daily software tools, such as Bluebeam, Plan Grid, Safety Mojo, BIM 360 Glue, etc.

Proficient technical writing skills with demonstrated ability to summarize large volumes of technical material into a succinct logical narrative

Experience working with Subject Matter Experts of all types accompanied with strong interpersonal skills - demonstrating an ability to work with and support people from all points of the compass

Experience in a corporate business ecosystem, with the ability to develop, manage and advocate for an annual budget while mitigating overhead expense through creative cost allocation strategie

Demonstrated ability to lead and manage a planning and scheduling team

Demonstrated understanding of the importance of relationship building

Effective oral and written communication skills

Well developed time management and organization skills

Experience leveraging large language models (ai) to drive efficiencies in workflow processes


Physical Demands: Performance of the required duties will require physical ability to use construction personnel hoists, ability to climb ladders and negotiate work areas under construction, when visiting a WEO job site. Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus. Performing this job requires use of hands to finger, handle, or feel objects, tools or controls. sitting, talking, hearing and standing throughout the workday.

Work Environment: While performing the duties of this job, the employee regularly works in one of WEO’s California regional offices or remotely (if approved by supervisor), and on occasion may be required to visit the construction work site where the employee may be exposed to moving mechanical parts, high precarious places, fumes or airborne particles, outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.
