Job Summary:
PPL is seeking a Director of Family Services who will be responsible for strategic leadership and oversight of day-to-day management, team functions and operation of PPL's Family Services programs serving affordable and supportive housing. Programs include placed-based and scattered-site locations in Minneapolis and St. Paul serving parents and children who have experienced long-term homelessness, behavioral health challenges and trauma, some connected to the child welfare system, as well as families a part of the Northside Achievement Zone. Families are housed within PPL's rental portfolio, within partner affordable housing developers' housing sites, and with private landlords in the community.
Essential Duties and Responsibilities: The following duties are normal for this position. These duties are not to be construed as exclusive or all-inclusive.
Program Management
* Provide leadership for staff and ensure equitable and inclusive services and programs that support resident housing stability and person-centered goals.
* Oversee multiple family place-based sites for parents and youth to include community building, service delivery budget, staffing and coordination with Property Management and community partners.
* Cultivate partnerships with external organizations using a race equity lens to evaluate and expand the services available to PPL residents to augment services that PPL staff can offer. Develop Memorandums of Understanding with service partners annually or as needed.
* Integrate with Career Center teams to advance income and wealth building for residents.
* Financial planning, budgeting, management, and forecasting.
* Assist with strategic planning needs of the department through involvement with Leadership and Property Management Teams.
* Partner with Real Estate Development and Property Management on design, applications, community engagement, and lease-up of new housing projects.
* Work with Senior Director and Fundraising to produce proposals and reports for funders and stakeholders including HUD, MHFA, DHS, Counties, Medicaid, and philanthropic partners.
* Oversee evaluation tools for youth and parenting programming and partner with Volunteer Program for youth enrichment and family programming.
* Ensure quality, accurate and timely data entry in Apricot database to document service delivery, ensure compliance, and measure outcomes for funders, stakeholders, and billing.
* Ensure compliance with State and Federal program policies and procedures and develop, review, and revise for alignment with internal policies and procedures.
* Represent PPL on state, county, and peer work groups for continuous development of housing and services.
* Operationalize race equity strategies and be active in systems change initiatives.
* Provide project management on initiatives and special projects.
* Assist in the day-to-day operations of the Department, including, but not limited to, administrative tasks and staff project support.
Supervision and Unit Leadership
* Hire, train and support direct reports and staff members to maintain quality within the program, encourage growth and development.
* Work in collaboration with staff on participant situations as appropriate. Review and consult regularly regarding service provision for participants. Model appropriate responses. Provide support and back up to staff as needed.
* Work effectively and respectfully with individuals, without regard to race, color, creed, religion, national origin, marital status, political affiliation, sexual orientation, status with regard to public assistance, membership or activity in a local commission, disability, sex, and/or age.
* Problem solve and coordinate responses to critical incidents involving safety, domestic violence, mental and chemical health.
* Complete performance evaluations and provide appropriate coaching and counseling to ensure all employees perform at satisfactory levels, identify when discipline is appropriate.
* Facilitate Family Services Team Meetings. Identify needs for training and case consultation. Develop and support 'Best Practices' and standards of service.
* Assure that all interactions within and between Resident Services Department and other PPL functions are efficient and effective.
Qualifications:
Minimum Requirements
* Experience providing supervision and talent management.
* Experience with program design and ensuring compliance with policies and procedures.
* Evaluation, grant and budget management experience.
* Experience providing direct services to program participants.
* Strong desire to serve people from diverse cultures, economic and social situations.
* Commitment to utilizing a trauma-informed and race equity lens in leading and decision-making.
* Ability to recognize and address mental health, chemical dependency and other behaviors associated with homelessness.
* Ability to provide crisis intervention and support.
* Ability to work well in a collaborative team environment with both internal and external partners as well as independently.
* Strong group facilitation, mediation, and interpersonal skills.
* Self-starter with excellent verbal and written communication skills.
* Ability to efficiently organize, track and complete multiple tasks, as well as adjust to changing priorities.
* Strong knowledge of community resources and service networks.
* Must have reliable transportation, valid driver's license, and good driving record.
Education and/or Experience
* BA/BS degree in social work, human services, management or a related field.
* 7+ years of experience providing direct service and/or overseeing teams working with individuals who experience behavioral health issues, housing instability/homelessness, and economic insecurity.
* 4+ years in program management and supervisory experience.
Salary:$75,000 - $88,000/yr. DOQ
Due to the nature of this role and the need for onsite support and coverage, this role will be a primarily in-person role. A flexible, hybrid work schedule is available depending on organizational needs.
