Summary

Planned Parenthood Northern California (PPNorCal) is seeking a Director of Facilities for our Concord Administrative Office. The position is full-time, 40 hours per week. PPNorCal provides a comprehensive benefits package including 100% employer paid medical insurance for the employee, 50% employer paid medical insurance for dependent children, dental and vision coverage, employer paid life and long-term disability insurance, 15 days of paid time off to start, 10 paid holidays, and a 403(b) retirement plan with up to 4% employer match after 12 months of service.


SUMMARY

The Director of Facilities manages the physical infrastructure, agency wide safety measures, and overall operational efficiency of all PPNorCal facilities. Reporting to the Chief Financial Officer, this role ensures buildings meet regulatory standards, implements safety protocols, manages outsourced security staff, oversees emergency preparedness, and leads facilities projects, vendor and property management, security, and budgeting efforts. This position supervises the Facilities Manager, Facilities Administrative Coordinator, and Facilities

Administrative Assistant. The Director of Facilities is a member of the Compliance, Quality, and Risk Management (CQRM) Team.


ESSENTIAL DUTIES AND RESPONSIBILITIES Facilities Functions (80%)

  • Develop, compile, and interpret appropriate policies and procedures for facility security and safety.
  • Benchmark current maintenance, repair, and operation costs to ensure cost efficiencies throughout PPNorCal.
  • Oversee execution and evaluation of RFx process for maintenance, site improvements, security upgrades and Construction in Progress (CIP) related activities for all PPNorCal sites as applicable to further improve cost efficiencies.
  • Develop and manage the Capital Facilities budget for the affiliate.
  • Complete Site Security Assessments (min. every 5 years).
  • Actively manage affiliate compliance regarding lease requirements and deadlines.
  • Address tenant-landlord issues and maintain effective relationships with affiliate landlords.
  • Manage the planning and coordination of resources for opening new health centers or improving/expanding current locations.
  • Source architectural and construction services, as applicable.
  • Assure compliance with funding source terms and conditions.
  • Lead and direct the work of others.
  • Obtain reports, studies, and permits to meet other governmental requirements related to CIP projects.
  • Review and process for payment of all invoices related to all CIP projects upon CFO approval.
  • Develop Facilities management goals/objectives and provide periodic progress reports to Executive Management Team.
  • Develop the forecast and budget for the PPNorCal facilities function, addressing both MRO and capital needs of the organization.
  • Role-models and provides Leadership toward the implementation of PPNorCal’s Diversity, Equity, and Inclusion plan.
  • Other duties as assigned.

Security Functions (20%)

  • Serve as primary contact person with the police department and fire department on issues related to PPNorCal facilities.
  • Escalate relevant security incidents to executive staff, providing summary of event(s) and action(s) taken.
  • Manage Business Continuity Planning and Disaster Recovery procedures – ensure policies are updated annually.
  • Attend and participate in PPFA security calls and briefings; coordinate with PPFA affiliates regarding opposition tactics and response protocols.
  • Establish and maintain relationships with local government and police officials, coordinating strategies to mitigate obstructionist tactics.
  • Regularly evaluate physical security practices and activities for all PPNorCal sites, suggesting appropriate enhancements to systems, policies, and procedures, as necessary.
  • Foster relationships and build rapport with security guard vendor(s), coordinating shifts and schedules as appropriate.
  • Coordinate with the Development team to identify areas needing physical security enhancements and align with grant application opportunities.

SUPERVISORY RESPONSIBILITIES

Directly supervises the Facilities Manager, Facilities Administrative Coordinator, and Facilities Administrative Assistant. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and implementing problem resolution.


QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Five (5) years’ management experience in Facilities and Security. Knowledge of general project management, facility management, and vendor management concepts to include pricing, purchasing, accounts payable, reporting and analyzing, etc.


Bachelor's degree (B.A.) from four-year College or university; or five + years related experience and/or training; or equivalent combination of education and experience. Master’s degree preferred.


LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, policy, and procedures. Ability to effectively present information and respond to questions from groups of managers, employees, clients, governmental agencies, and the general public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

COMPUTER SKILLS

To perform this job successfully, an individual should be a strong PC user, Windows proficient, able to develop and maintain schedules in Excel, communicate effectively & professionally via Word & Outlook. Ability to navigate and search internet for service resources in the course of the performance of the position’s duties.

Pay Range: Planned Parenthood Northern California (PPNorCal) supports California’s new law (SB 1162) enhancing pay transparency. This new law requires employers with 15 or more employees to include a pay range in job postings. The pay range reflects the compensation that a new employee can expect to receive if offered employment. Employees with more experience, education, and other qualifying factors may be compensated at a higher rate of pay. The pay range for this position is: $94,600-$134,400 annually.
