Deputy Program Manager (Task Order Management for Capital Improvement Program)

Job Description

Lumenor Consulting Group is seeking a Deputy Program Manager for a capital improvement program in the DC Metro area. In this position, you will assist the Program Manager with direction and oversight for the Program Team’s daily activities supporting the full life cycle of Task Order Management processes. The ideal candidate will have extensive experience providing strategic and technical oversight to the Program team, including procurement and contract administration, while also acting as a trusted advisor to the Client.

Key Responsibilities

  • Assist Program Manager in the management of the program while providing technical guidance, leadership, strategy, and oversight to ensure the program goals and objectives are met.
  • Act as a trusted advisor to the Client and serve as a liaison between Client and program team.
  • Assist in leading and coordinating the program team, including monitoring performance, organizational structure, and providing guidance and support to team members.
  • Serve as a key point of contact for stakeholders, ensuring effective communication between the program team, clients, and other stakeholders. Keep all parties informed about project status, updates, and potential issues.
  • Ensure program maintains compliance with both the Client’s and the FTA’s procurement policies, guidelines, and regulations.
  • Assist in identifying, assessing, and managing risks throughout the program life cycle. Develop and implement strategies to mitigate risks and address issues as they arise.
  • Work closely with Client to identify program needs and manage resources to meet delivery timelines.
  • Monitor KPIs regularly, identify areas for improvement, and implement corrective actions as needed.
  • Provide guidance and support to program staff, including training on policies, procedures, and tools. Foster a culture of continuous learning and professional development within the team.
  • Maintain, continuously monitor, and seek improvements to processes, reporting tools, and program management systems to provide transparent and accurate program data with a focus on enhancing efficiency and cost-effectiveness.
  • Participating in identification and pursuit of business development initiatives

Minimum Requirements

  • Bachelor’s degree from an accredited university in Engineering, Business, Construction Management, or a related field.
  • 10 years in Project Management roles with demonstrated experience leading teams.
  • Extensive knowledge of current methods of program delivery, including scoping, risk evaluation, cost analysis, industry best practices, and workflow process creation and improvement.
  • Demonstrated history of managing teams of various disciplines and career levels
  • Excellent communication and relationship management skills, with the ability to work closely with a wide range of people with various perspectives.
  • Strong analytical skills and attention to detail.
  • Ability to travel to client locations as needed.


Preferred Qualifications/Skills

  • Local to the DC Metropolitan area
  • 5+ Year experience working on large Transit / Transportation infrastructure projects.
  • Understanding of FTA procurement regulations.
  • Experience with SharePoint, Procore, eBuilder.
  • Project Management Professional (PMP)® Certification
