Summary

The Department of Corrections (DOC) is seeking multiple highly motivated and qualified individual for a Program Specialist 3 for the Substance Abuse Recovery Unit (SARU) at the Monroe Correctional Complex located just northeast of the Seattle area in Washington. No unspent convictions. The Substance Abuse Recovery Unit (SARU) is responsible for the implementation of evidence-based practices and the operational support to facilitate criminal justice involved individuals' participation in promising practices/programs designed to decrease recidivism which increase staff, criminal justice involved individuals, and public safety. Working for the Department of Corrections, in collaboration with its Criminal Justice and community partners, this position will contribute to staff and community safety and hold incarcerated individuals accountable by providing case management services to offenders that have been assessed as having an Opioid Use Disorders and Stimulant Use Disorders. Under the supervision of the Health Services (HS) Substance Abuse Recovery Unit (SARU) Opioid Grant Manager and under the lead of the Program Specialist 4 (PS4), the Program Specialist 3 (PS3) position serves as a coordinator and primary point of contact to support cross-agency release planning and critical transitional services for program participants across the reentry continuum. The position is responsible for working with the PS4 in providing brief interventions and warm hand off to substance use disorder treatment and/or medication for opioid use disorder services; identify individualized barriers and needs of the participant to enter treatment services; identify community resources and interventions that meet the individualized needs; and to provide tailored, strength-based case management, to include but not limited to linkage to healthcare insurance, follow up to scheduled intake appointments, and referrals to supported housing/employment services, transportation resources, and basic needs if needed. Administration of case management may occur in prison/jail, community corrections offices, or in the community via by phone/text/email. The PS3 works with program participants, staff, representatives of outside referral organizations and/or members of the public in planning, defining, and developing specialized program activities; monitors and tracks participant eligibility and participation in program activates. The PS3 will identify and recommend resolution for complex problems and issues related to the program. All activities of the PS3 will directly support the State Opioid Response (SOR) Grant program by providing all the follow-up activities, submitting supporting documentation to the assigned Office Assistant, and record program data in SharePoint Documents and the Funder's data entry systems to evidence grant deliverables and support program development. The PS3 leads the provision of coordinated linkages to support reentry needs that may include mental and physical health, substance use disorder treatment, employment and education training, housing, transportation, and other services supporting engagement in substance use disorder treatment and/or medications for opioid use disorder services. The objective of the position, thereby, is to reduce the likelihood of participant recidivism, reduce relapse/overdose risk due to opiate and/or stimulant use, and promote a healthy lifestyle of recovery. This recruitment could be used to fill multiple permanent or non-permanent positions. * Coordinates, manages, assesses and implements responsive, strength-based case management services to SOR Grant Program Participants. * Working with program participants and in conjunction with State, County, and City representatives of the criminal justice system; behavioral health providers, health and human services providers; and other applicable resource providers to: * Meet with program participant and SOR Grant Program staff to identify programs, services and resources. * Identify participants' strengths that support healthy recovery from substance use. * Work with internal and external stakeholders interacting with the participant to develop strategies that meets the needs of the participant. * Identify existing evidenced based programs and services. * Identify what resources are available in the community. * Maintain communication with program participants, DOC staff and service providers to ensure continuity of care between DOC and community-based providers, * Work with SOR program team members, corrections staff and community providers to meet with eligible participants. * Establish and maintain, for the benefit of the program participants, frequent communication with systems and community-based resource providers. * Engage in transition assistance with program participants. * Meet with individual while incarcerated prior to release. * Maintain regular telephone communication with program participants. * Review and discuss strategies for compliance. * Provide telephone assistance and advocacy to access and/or maintain services and resources. * Schedule and complete follow-up interviews to gather data, which is to be recorded into the Grant Reporting Tool. * Maintain comprehensive, current program participant records (Blue Files) for each participant. * Collect, enter, and track all grant-required program data. * Write, edit, and report grant-required program data to the assigned SOR-OA3, and or enter directly to the HCA/SAMHSA RDA reporting system (REDCap). * Build partnerships with a wide range of systems and community-based agencies in an effort to leverage all available resources that support healthy recovery. * Participate in training and professional development opportunities as required by the Agency, the SOR Grant Program, and as directed by the PS4 or the Correctional Clinical Program Manager. * Proactively seek and engage in a range of trainings relevant to the position. * Utilize and apply the knowledge and skills gained in each training to effectively conduct all duties of the position. * Other Duties as assigned that directly support SOR Grant activities and promotes sustainability of the Grant Program. Required Qualifications: * Two (2) years of social service or criminal justice experience. * Knowledge or training on the subject of Substance Use Disorders. * Ability to work independently and within a team while exercising sound judgement and promoting a positive working relationship with the incarcerated individuals, Staff, and stakeholders. * Professional strength-based case management experience in working with adults. * Knowledge of, or experience with secured settings; Prisons, Community Corrections-based standards and rules. * Possession and application of Interpersonal soft skills. * Ability to work with and without direct supervision. * Must have a valid driver's license. Desired Qualifications: * Bachelor's Degree from an accredited College whose accreditation is recognized by the U.S. Department of Education, or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent. * Professional experience and understanding Substance Use Disorders (SUD). * Professional experience working with systems such as OMNI, SharePoint, TARGET, and other relevant tracking systems. * Experience with or ability to Pass security clearance and Correctional Worker CORE in order to work with incarcerated individuals.
