DJJ is currently hiring a Capital Outlay Program Manager. The role of this position is to assist the Director of Capital Outlay in the unit's assigned design and construction projects. They will also assist in the implementation and execution of all project and building permits, and all DEB-CPSM requirements. This position will procure, supervise and manage the professional and nonprofessional contractors, the project workload, and the programmatic and technical functions of the Capital Outlay Unit. VCCO certification is desired within one (1) year of hire. Valid driver's license is required. Minimum Qualifications * Competent and complete knowledge of applicable statewide building codes. * Competent and complete knowledge of documentation and reporting responsibilities for the Commonwealth of Virginia Capital Outlay Process, including DEB-CPSM policies and the Virginia Public Procurement Act. * Demonstrated ability to communicate effectively with all levels in and out of state government. * Demonstrated ability to read, understand, interpret, review and critique design and construction documents, including accurate cost estimates. * Demonstrated ability to prioritize, schedule and monitor multiple design and construction contracts and projects. * Demonstrated ability to use a state laptop computer and software; producing word processing documents, spreadsheets and graphics for explanatory and supplementary design and construction documents. Additional Considerations * Comparable training and experience in Architecture, Engineering, Urban Planning or related field, and a current professional registration in architecture upon examination as determined by DEB-CPSM standards. * Applicable competent and knowledgeable experience managing one or more areas of a Virginia Capital Outlay program.
