What the role is
The Ministry for Transport (MOT) plays a critical role in improving transport and transport infrastructure to ensure safe and convenient commutes within the country, while expanding our links to move people and goods. The mission of MOT is to strengthen Singapore’s transportation connectivity and to develop the transport sector’s potential to advance the economic competitiveness and the quality of life in Singapore. The Accountant-General’s Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector Finance and Internal Audit through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of accounting professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and accounting-related services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship. Both MOT and AGD are jointly recruiting the following role.
What you will be working on
You will join AGD’s Assurance Group and deployed to Group Chief Internal Auditor (GCIA) Office sited at MOT as part of AGD’s posting framework. In this role, you will be part of the IA team in providing assurance services to MOT-HQ and agencies within the MOT Ministry Family. Your responsibilities will involve working with multiple stakeholders to conduct internal audit assignments, strengthen corporate and financial governance, as well as driving transformation initiatives within the MOT Family and/or Whole of Government. Roles and Responsibilities:
- Develop risk-based audit plans that align with MOT’s strategic objectives and risk profile
- Plan, execute and complete audits in accordance with approved audit plans, ensuring adherence to established timelines and schedules
- Explore and implement IT and data analytic tools to enhance audit quality and effectiveness
- Report audit findings and provide actionable recommendations to ensure compliance with policies and procedures, and operational effectiveness
- Procure, monitor and manage any outsourced internal audit services effectively and efficiently
- Provide secretariat support to MOT Audit Committee/agency level as required
- Provide advisory and consulting services on internal controls, systems and processes to MOT management
- Participate and implement any internal audit transformation initiatives adopted by MOT Family and/or Whole of Government
- Perform any other related work as required
What we are looking for
Functional/Technical Competencies
- Relevant experience in Accountancy, Business or related disciplines is preferred
- Professional qualifications such as CA / CIA is preferred
- At least 8 to 10 years of relevant working experience in Finance, Accounting and Information Technology/ systems related areas
- Good working knowledge and understanding of risk assessment, internal controls and adoption of IT and data analytic tools Generic Competencies
- Strong analytical skills, resourceful, meticulous and a team player
- Good communication and interpersonal skills
- Ability to collaborate and interact with management at all levels
About Ministry Of Transport
The Mission of Ministry of Transport is to develop Singapore's land, sea and air transport sectors so as to enhance our economic competitiveness and quality of life in a knowledge-based economy. MOT oversees the development and regulation of the following sectors:
- Civil Aviation and Air Transport
- Maritime and Ports
- Land Transport Besides providing an efficient and cost-effective transportation in Singapore, it also strives to make Singapore an international civil aviation and maritime centre for the region. The ministry sets the strategic and policy direction while operations and regulatory works are carried out by the statutory boards under its charge. There are four statutory boards which are established by Acts of Parliament: the Civil Aviation Authority of Singapore (CAAS), the Land Transport Authority (LTA), the Maritime and Port Authority of Singapore (MPA) and the Public Transport Council (PTC). The ministry also oversees the operation of the Transport Safety Investigation Bureau (TSIB).
