Position Description
Application Systems Manager leads the development and operational support of major computer applications. The duties are to oversee staff, assist with training of new users, provide application and software enhancement, control the release process for applications, and offer ongoing support for internal departments and external users. The Applications Systems Manager collaborates with other teams and vendors to implement changes, updates, and troubleshoot issues to find solutions. Ensures adherence to regulatory policies and procedures within the industry. The Applications Systems Manager also prepares analysis and reports on active systems. This position will support the Portfolio Management Office (PMO) at the Engineering Department and report to the Director of PMO & Contracts.
- Manage e-builder and Tririga staff/systems.
- Ensures strategies, processes and execution plans are in place for the capacity planning of applications Define, manage, maintain, and implement improved processes.
- Function as e-builder Data Owner and monitor and eliminate any data inconsistency.
- Work with Business Analytics and Data Science for more analytical data to identify areas for improvement and make suggestions for streamlining processes.
- Work with the e-builder Process Owners to prioritize requested process changes to remove bottlenecks for efficiency.
- Engage and support PMO Project initiation group managers regarding SOPs needed from the systems perspective.
- Build Portfolio level dashboards for leadership based on e-builder and Tririga data using Power BI
- Performs other duties as assigned. Leads the Reporting & Application Systems Team in achieving program goals and objectives through mentoring, resource management, facilitating project solutions, and promoting team cohesion by encouraging a positive, working team atmosphere.
- Promote project initiation controls, tracking, and enhanced reporting.
- Work closely with management to monitor and adjust internal processes that further promotes efficient project execution. This includes assisting with the development of written documents and processes for use by PMO staff, support staff, and outside team members to ensure project initiation consistency.
- Conduct the full range of supervisory duties for team (but not limited to): workplace safety, training and development, performance management, staffing, policies, and procedures, setting priorities as specified by leadership and balancing workloads.

Requirements
Education:
- Bachelor's degree in management information systems, Computer Science, Technical, Information Systems, Information Technology, Business/Administration, or a similar field.
Experience:
- A minimum of 8 years of professional experience, Information Systems, and project management
- Experience in development and management of enterprise applications
- Experience with deploying new application systems.
knowledge & Skills:
- Experience with software integration such as PeopleSoft
- Experience developing and implementing construction management software such as Unifier.
- Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
- Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.
- Knowledge of advanced systems methods, analysis, principles, and practices
- Knowledge of modelling principles and tools
- Experience preparing workflow mapping and analysis.
- Experience designing, leading, and facilitating training.

Preferences
Education:
- Master's degree in management information systems, Computer Science, Technical, Information Systems, Information Technology, Business/Administration, or a similar field.
Experience:
- A minimum of 10 years of professional experience, Information Technology, and project management
- Experience in eBuilder, Tririga, Snowflake, QuickBase, PowerBI & SQL is a plus.
- Experience as a Software as a Service (SaaS) administrator
- General understanding of engineering and construction terminology
- Experience with Power BI reporting and other reporting tools is a plus.
- Prior experience with writing and analyzing business and system requirement documents that convey complex business analysis and technology solutions.
- Experience in forecasting, financial, and project analysis combined with an understanding of key performance indicators Ability to work independently with limited supervision.
- Ability to exercise flexibility in accommodating shifting priorities, demands and schedules.
- Working knowledge of Harris County government and procedures
General Information
Position Type, And Typical Hours Of Work:
Full-Time | Regular | 40 hours per week.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods.
Physical Demands And Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
