General Summary

The YouthBuild Program Manager is responsible for developing, overseeing and directing all aspects of the YouthBuild program, ensuring that all programmatic and financial goals are met. This role focuses on workforce development, education, and leadership training for opportunity youth, equipping them with the skills needed to achieve economic self-sufficiency. The YouthBuild Program Manager will coordinate resources to implement job-driven strategies that enhance participants’ career opportunities and long-term success. Key responsibilities include the development and management of employment-related services, educational support, leadership training, and community engagement. This position reports to the Director of Economic Opportunities.

Principal Duties And Responsibilities

  • Develops, implements, and coordinates workforce development programs and activities designed to engage youth in career pathways, leading to sustainable employment and self-sufficiency.
  • Establish program goals and benchmarks to measure success.
  • Collaborate with industry experts, educators and stakeholders to ensure program relevance and effectiveness.
  • Works with local workforce boards, education providers, and employers to facilitate career readiness programs, job training, apprenticeships, and employment placement.
  • Oversees daily operations of the YouthBuild program, ensuring compliance with all grant requirements and program guidelines.
  • Administers program incentives and stipends to encourage participant engagement and achievement.
  • Develops and maintains strong partnerships with educational institutions, workforce development agencies, and employers to create pathways for credential attainment and job placement.
  • Integrate other agency-supported programs (Service Coordinators, Family Self-Sufficiency, Section 3, etc.) to maximize the use of resources allocated towards economic self-sufficiency
  • Conducts participant assessments to identify barriers, strengths, and opportunities for career development.
  • Ensures accurate and timely reporting of program data and financial expenditures to maintain compliance with funding sources.
  • Develops and executes an outreach strategy to recruit eligible participants and promote YouthBuild initiatives.
  • Creates tools to measure program effectiveness and adjust strategies to enhance outcomes.
  • Works closely with community stakeholders, property management, and social service providers to address participant needs.
  • Makes request to enter into service contracts and memoranda of understanding (MOUs) to optimize service delivery.
  • Organizes coalition meetings with program partners to ensure ongoing collaboration and communication.
  • Prepares monthly reports detailing measurable objectives and program achievements.
  • Supervises program staff, including case managers, instructors, and volunteers, providing training, task assignments, and performance evaluations.
  • Plans and facilitates program events, leadership development activities, and community engagement initiatives.
  • Demonstrates professionalism, and good judgement and presents a friendly cooperative attitude.
  • Ability to multi-task, make quick decisions, adapt to change, and work in a team-oriented, fast-paced environment.
  • Performs other duties as assigned.

Knowledge, Skills, And Abilities

  • Knowledge of pertinent local and state laws, federal regulations, specifically HUD regulations and public housing management, and comprehensive understanding of Houston Housing Authority policies and procedures.
  • Knowledge of social work and resources available through community agencies.
  • Knowledge and experience in working with and on database computer programs, word processing programs, and personal computers.
  • Skilled in the analysis of problems and the development and implementation of solutions.
  • Skilled in interpreting and applying federal, state, and local policies, laws, and regulations.
  • Skilled in the preparation of clear and precise reports.
  • Skilled in interpersonal relationships.
  • Skilled in interpersonal communication that will establish positive working relationships with agencies and organizations in the city and county that have programs available for Houston Housing Authority residents.
  • Ability to develop, implement and coordinate programs and activities designed to serve families that will assist them in becoming self-sufficient and upwardly mobile.
  • Ability to monitor and manage programs and budgets funded by public and private agencies.
  • Ability to address the public and present information in a clear, concise, and convincing manner.
  • Ability to communicate clearly and efficiently verbally and in writing.

COMPLEXITY / SCOPE OF WORK

  • Assists with designing, developing and implementing comprehensive programs in education, workforce development/training and career readiness programs.
  • Establish program goals, objectives and benchmarks to measure success.
  • Collaborate with industry experts, educators and stakeholders to ensure program relevance and effectiveness.
  • Deevelop and implement recruitment strategies to attract diverse students.
  • Coordinate outreach efforts with schools, community organizations and industry partners.
  • Manage the assessment and enrollment process, including application review and admission decisions.
  • Collarate with subject matter experts to develop and update curriculum
  • Recruit, train and supervise education and vocational instructors/trainers
  • Monintor instructional delivery, assessments and testing to ensure student engagement and skill acquisition.
  • Implement retention strategies to support student persistence and success.
  • Collect, analyze and prepare regular reports and presenations for internal and key stakeholders.
  • Utilize data to inform program improvement and strategic planning efforts.
  • Ensure compliance with relevant laws, regulations, and accreditation standards
  • Participate in program audits, reviews and evaluations.
  • Represent the agency at community events and industry meetings.
  • Stay current with industry trends and best practices.
  • Seek out professional development opportunities for staff.
  • Lead program reviews and strategic processes.
  • The employee identifies work that needs to be done, prioritizes and coordinates efforts, and performs the tasks in a manner consistent with agency mission.
  • Occasionally, the employee must make decisions regarding unusual or sensitive situations and excersie sound judgment and develop new solutions.
  • The employee's work affects other employees and residents throughout housing developments, requiring a high level of confidentiality and code of ethics.
  • Performing work tasks effectively, efficiently, and with compassion enhances relationships between residents and Houston Housing Authority, improves residents' status, and benefits Houston Housing Authority's long-term housing vision of individual, family and community transformation.

GUIDELINES

  • The employee follows local and state laws, federal regulations and guidelines issued by HUD on community services, resident services, and resident participation, and applicable Houston Housing Authority policies and procedures.
  • Frequently the employee acts and uses independent judgment in making decisions about the best course of action.
  • For situations where there are no guidelines, the employee may adapt existing procedures, develop new guidelines, decide based on the circumstances, or seek guidance from the Director of Economic Opportunities.
  • When new guidelines are required, the employee develops them in consultation with the Director of Economic Opportunities.

SUPERVISORY CONTROLS

  • The Youth build Program Manager has supervisory responsibilities.
  • Generally, assignments and instructions from the Director of Economic Opportunities are broad, though there are intermittent occasions when the employee receives specific instructions.
  • Employee must be able to work independently, performing complex work in an accurate and timely manner without close supervision.
  • Problems or situations that arise and are not covered by instructions are dealt with independently or in consultation with the Director of Economic Opportunities.
  • The employee's work is reviewed regularly for adherence to policies and the attainment of objectives.
  • The employee makes specific and broad assignments to subordinate staff and supervises their daily activities.
  • Generally, the employee makes assignments by setting deadlines and priorities and indicating the expected quantity of work.
  • The employee reviews subordinates' work closely, prepares performance evaluations, counsels, and disciplines employees.

PERSONAL CONTACTS

  • The employee's contacts include Client Services staff, other Houston Housing Authority employees, residents, resident councils, businesses, corporations, city and community service organizations, and agencies. The purpose of such contacts is to bring community services and resident services to Houston Housing Authority residents, foster resident pride and participation, and provide various kinds of support and assistance for individual families.

PHYSICAL DEMANDS / WORK ENVIRONMENT

  • Work is primarily sedentary and may involve physical exertion during visits to housing developments.
  • Work may require travel to meetings, conferences, and workshops in other cities.
  • The employee is required to work unusual hours as required by Public Housing Resident Activities.
  • The employee's work is primarily in-office and involves visits to housing developments, resident's homes, the offices of other agencies, community centers, and meeting halls.
  • The employee may be exposed to weather extremes and the usual hazards associated with housing developments.

Minimum Qualifications

  • Bachelor's degree in Social Sciences, Social Work, Public Administration, or related field required.
  • Five (5) years direct experience supervising and delivering programs designed to provide workforce development, social development, or upward mobility opportunities for residents with an emphasis in delivery of service to low-income clients and the development of funding proposals for same, or a combination of education and experience.
  • Bondable.
  • Valid Texas driver's license
  • Eligibility for coverage under Houston Housing Authority fleet auto insurance.
