Position Overview
We’re seeking a seasoned Program Manager to lead our workforce housing & reentry operations at our Brooklyn facility. You’ll be responsible for overseeing housing logistics, developing training curricula, ensuring compliance with federal/state regulations, and building partnerships with social service agencies, government bodies, and corporate sponsors.
Key Responsibilities
- Program Development & Delivery

- Design and implement multi-phase reentry training curricula (soft skills, technical certifications, job placement).
- Coordinate residential intake, eligibility screening, and case management.
- Operations & Facilities Management

- Oversee daily housing operations: room assignments, maintenance, security, and resident services.
- Ensure the facility meets health, safety, and zoning requirements.
- Partnerships & Funding

- Cultivate and manage relationships with workforce agencies (NYSDOL, HUD CoC), nonprofits, and private-sector partners.
- Lead grant applications, track funding deliverables, and report outcomes.
- Recruit, train, and supervise case managers, instructors, and support staff.
- Establish performance metrics, conduct staff evaluations, and foster a collaborative culture.
- Maintain all program documentation, licensing, and certifications.
- Monitor KPIs (occupancy rates, job placements, recidivism reduction) and prepare monthly/quarterly reports for senior leadership.
Qualifications
- Bachelor’s degree in Social Work, Public Administration, Nonprofit Management or related field.
- 5+ years’ experience in workforce development, transitional housing, or social services program management.
- Proven track record securing and managing government grants and contracts.
- Strong knowledge of NYC/NY State housing and reentry regulations.
- Excellent leadership, communication, and stakeholder-management skills.
