Position Purpose:
The Workforce Development Manager is responsible for leading, designing, implementing, and assessing recruitment initiatives and workforce development strategies to attract, develop, and retain talent. This role will foster partnerships with community-based organizations, educational institutions, and training providers to build a workforce pipeline and support internal staff through professional development opportunities. The Manager will also lead employee retention initiatives, with a focus on career growth, engagement, and internal advancement.
Principal Responsibilities:
* Collaborate with department leaders and HR to align workforce development strategies with organizational priorities, succession planning, and performance improvement initiatives.
* Conduct workforce needs assessments to identify recruitment and development gaps, and design solutions to strengthen talent acquisition and staff development.
* Develop and implement strategies to attract new talent, expand workforce development initiatives, and create opportunities for career advancement within the organization.
* Design and manage career pathway programs that include defined learning objectives, training plans, coaching support, competency assessments, and timelines.
* Facilitate presentations about HR best practices and company policy to enhance management performance, knowledge, and capabilities.
* Track program effectiveness using metrics such as employee retention, promotion rates, and participant feedback.
* Monitor and manage program budgets, including identifying funding opportunities and preparing reports for grants or other external funding sources.
* Coordinate and lead outreach initiatives with community organizations, educational institutions, and workforce partners to design and implement training programs such as internships, workshops, job shadowing, and work-based learning opportunities.
* Collect, evaluate, and interpret workforce data to identify trends and provide actionable recommendations.
* Establish and maintain strategic partnerships with adult schools, workforce agencies, and community-based organizations to align training programs with current and future workforce needs.
* Promote a culture of learning and continuous improvement by fostering innovation in staff development and celebrating internal success stories.
* Represent the organization at job fairs, community events, serving as an ambassador of the agency's mission and talent development efforts.
Requirements:
* Possess a Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, Organizational Development, or a closely related field.
* Two-three years of professional experience working in the field of learning, recruitment and organizational development.
* Experience working with underserved communities and/or in nonprofit, healthcare, education, or public-sector environments strongly preferred.
* Grant management and workforce program reporting experience a plus.
* Ability to design and implement effective employee development and retention strategies.
* Excellent project management skills, including the ability to manage multiple priorities and deadlines.
* Proficient in Microsoft Office programs (Outlook, Word, Excel and PowerPoint)
