Position Summary
The Program Manager (PM) oversees the administrative, operational, and programmatic aspects of StartCare’s grant-funded vocational programs. Working closely with the Director of Vocational Programming, the PM will lead the implementation of vocational programs across all sites. Responsibilities include fostering industry partnerships for referrals, job placements, and internships; managing training schedules; ensuring program services are delivered successfully; and overseeing data collection and analysis to track project milestones. The Program Manager will also identify resource gaps, assign responsibilities, supervise staff, and adapt to changing needs as required.
Essential Functions
Operations
- Develop comprehensive training schedules, ensuring alignment with participant goals and industry demands.
- Assign qualified instructors to lead training sessions in fields such as OSHA certifications, healthcare credentials, and workplace readiness.
- Ensure effective delivery of training, certifications, and job readiness programs, tailored to participants’ vocational goals and barriers.
- Track and report program outcomes such as job placements, certification completions, and participant progress.
- Collaborate with Research and Evaluation (R&E) to establish data collection and evaluation processes that monitor participant success and program impact.
- Refine the enrollment process to enhance participant experience and minimize barriers, ensuring timely placement into training and job readiness pathways.
- Hire program staff, conduct performance evaluations, promotions, transfers, and other personnel transactions as assigned.
- Coordinate with personnel across StartCare programs and functional units to maintain efficient enrollment procedures.
Supervision
- Conduct regular supervision with vocational case managers and the vocational coordinator to ensure the effective implementation of individualized case management and participants support.
- Provide leadership and guidance to staff, promoting a collaborative and efficient work environment.
- Oversee the vocational assessment process to identify participant barriers such as skill gaps, education, or social determinants of health affecting job readiness.
- Collaborate with vocational case managers to ensure participants receive appropriate support services, including counseling, referrals to resources, and employment retention strategies.
Required Qualifications & Competencies
- Master’s degree in social work, Human Services, Vocational Rehabilitation, or a related field (Certified Rehabilitation Counselor Preferred).
- Minimum of 2-3 years of experience in workforce development, vocational rehabilitation, or related program management.
- Proven leadership and supervisory experience, with strong organizational skills and attention to detail.
- Commitment to promoting diversity, equity, and inclusion within the workplace and among program participants.
- Demonstrated ability to develop and maintain positive relations with professional contacts, resources and/or networks and related to people with sensitivity, tact, discretion and professionalism. History of building and oversight of a member on his/her team. Strong oral and written communication and presentation skills.
Preferred Qualifications
- Bilingual in Spanish a plus
Supervisory Responsibilities
This position supervises the Vocational Case Managers and Vocational Coordinator.
