Develops and recommends capital improvements for upgrading assigned mechanical and electrical equipment and develops, documents, and administers preventive maintenance programs for all assigned mechanical and electrical equipment. Maintains the 5-7 year infrastructure plan for each entity.

Job Description:

Essential Duties & Responsibilities including but not limited to:

Assists in identifying energy efficient new procurement of system-wide mechanical, electrical, and plumbing infrastructure The System Utility Engineering Manager develops, documents, and administers:

Tracks energy savings saved per year, per unit (hospital or MOB site)

the in-house commissioning of assigned equipment in new buildings

retro-commissioning of assigned equipment in existing buildings.

utility rebates for energy efficiency upgrades

work order implementation of new equipment, production of completions, monitors outstanding critical PM’s in coordination with unit directors.

develop and maintain system-wide equipment standards and minimums.

Coordinates mechanical and electrical operations with project management staff to strengthen the joint commissioning process.

Highly involved in a wide variety of vendors and contractors to get the best value for the hospital in project management of infrastructure improvements. Updates policies and procedures for facilities maintenance and operation to ensure regulatory compliance. Proactive in maintenance of entire facility network ref: work order system. Ensures all new projects identifies any equipment removed from service and/or incoming equipment being added to our system. This includes the collection of all equipment data and maintenance tasks related to each piece of equipment are implemented into our work order system. Responds to all major utility outages. Will oversee scope and performance of the Building Automation Systems for each main hospital site and off-sites as deemed appropriate throughout the system. Helps to maintain an energy efficient campus environment by ensuring all energy management systems (BAS) are maintained in accordance with the applicable standards and that all systems are operational at all times. Administers, inspects and accepts maintenance or service work performed by contract, approves payments of contracts and invoices. Jointly responsible for “Technical Design Standards” for construction and renovation projects with Facilities project management as well as other departments, updating as appropriate based on new technologies or efficiency gains. Responsible for timely completion of all Joint Commission mechanical and electrical documentation and standards. Responsible for measurement of quality and reporting of same. Develops and implements a preventative and corrective maintenance process for mechanical and electrical equipment and infrastructure. Directs staff and contractors for mechanical equipment design and installation. Primary contact to approve project management’s mechanical drawings. Manages internal and external technical and administrative aspects of the maintenance division’s personnel who provide maintenance and operations services for all buildings. Monitors the work order system productivity and performance and operational effectiveness Verifies installation, operations, and performance characteristics of utilities related to renovation projects. Calculates & determines utility energy efficiency and savings and reports the impacts associated with efficiency improvements. Prepares budgets based upon the desired level of maintenance and plans for repair work. Responsible for the control of expenditures of funds allotted to protect against over expenditures and assure maximum utilization of funds. Ensures that all job duties are performed in accordance with all accepted and standard safety procedures to ensure that a safe and comfortable environment is maintained for patients, visitors, tenants, employees, vendors, staff and students. Up to date with all current regulations regarding working in an active hospital environment. Responsible for ensuring all standard LHS safety regulations as well as those of all regulatory authorities having jurisdiction are followed. Follows established hospital infection control and safety procedures

Minimum Qualifications:

Education:

Bachelors degree in engineering discipline. In the absence of a bachelor’s degree, eight years of relevant experience in addition to the experience requirement shown below.

Licensure, Certification & Registration:

ASHE CHFM cert preferred.

Experience:

5 years relevant experience, including mechanical engineering

Skills, Knowledge & Abilities:

Extensive management skills to direct staff and contractors for mechanical equipment design, installation and repair. Considerable knowledge in preparation and management of numerous budgets. Capable of communicating with all levels of trades and management personnel. Strong understanding of the building codes of the Commonwealth of Massachusetts, the DPH, EPA, & and The Joint Commission.

Ability to understand and analyze complex technical documents, blueprints, contracts, specifications, energy reports and charts of accounts. Full understanding of work order systems and breadth of capability of a work order system’s abilities. Full understanding of purchasing and negotiating functions, and ability to create and analyze complex documents. Excellent problem solving and communication skills. Highly self-motivated with the ability to function in a fast paced environment.
