Job Summary:

Under the general direction of the Division Director of the Alternative Delivery and Major Projects Division (ADMP), this position serves as a Project Manager, managing all aspects of analysis, and preparation of construction plans, estimates, specifications, engineering studies and reports for major projects, including the procurement and administration of alternative delivery methods which may include Design Build, Construction Manager at Risk (CMAR), P3, integrated design build, or standard design bid build projects. This position represents the Department with providing expertise and assistance to all appropriate technical areas, interacting with federal, and local governments, state agencies, contractors, and other stakeholders.


Manages the oversight and approvals for employee personnel actions, consultant invoicing, technical/administrative reports and correspondence. This position oversees and directs the work of general engineering consultants assigned to the projects. Produces cost effective projects that meet design intent and stakeholder needs.


Job Duties:

  • Manages direction and administration duties of highly complex alternative delivery highway construction programs throughout the State of Arizona.
  • Manages program priorities, monitors, and reports progress of projects, and manages scope, schedule, budget, and project procurement. Provides leadership in the resolution of project issues including escalations to management when needed. Provides leadership to staff on projects.
  • Leads and directs activities in the procurement processes of projects, design over site, and project budgets for highly complex projects and corridor studies. Provides supervision and constructability reviews during project development. Communicates policies, procedures, guidelines, enhancements and scope changes at various stages of projects.
  • Leads in planning, programming, prioritizing and scheduling projects to match available funding.
  • Champions partnerships and represents the department at meetings with Federal, State, County, and Locals Governments, Contractors, Metropolitan Planning Organizations, Councils of Governments, Stakeholders, and the general public on behalf of the agency.
  • Manages department and consultant staff to ensure a well-developed team to balance workload. Aligns the project development process and practices to eliminate redundancies and conflict areas and improves product delivery. Determines training needs and provides training opportunities for staff.
  • Other duties as assigned as related to the position.


Pre-Employment Requirements:

Registered Professional Engineer Licenses for the State of Arizona or proof for reciprocity in the State of Arizona, at time of appointment.


This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
