Position Summary

The Traffic Control Manager is responsible for overseeing all aspects of traffic control dispatch operations at the branch level. This includes managing dispatchers, supervising field crews, and ensuring the safe, timely, and efficient setup and removal of lane closures. The role serves as a key point of contact for the Albuquerque Bernalillo County Water Utility Authority (ABCWUA), the ATC Division (Rental) of traffic control, and other prime contractors. This position is accountable for full compliance with NMDOT, MUTCD, and company safety standards, and plays a critical role in operational efficiency, inventory control, personnel supervision, and ABCWUA billing. The ideal candidate is a proactive leader with strong organizational and communication skills, and a demonstrated commitment to safety and service excellence.

Essential Functions

Leadership & Operations Management

  • Lead and manage dispatch operations for the Traffic Control Division.
  • Supervise dispatchers, traffic control supervisors, and field crews to ensure proper scheduling and execution of jobs.
  • Ensure timely and compliant setup, maintenance, and removal of lane closures on roadways.
  • Promote a strong safety culture by enforcing PPE use and adherence to all safety protocols.

Project Execution & Compliance

  • Ensure compliance with NMDOT, city, and county specifications, including project maintenance and documentation (e.g., diary books).
  • Ensure accurate job and pricing setup in TCR systems.
  • Monitor active work zones to ensure alignment with approved traffic control plans and safety standards.

Administrative Responsibilities

  • Verify the accuracy and timely submission of daily timesheets, job tickets, and supporting documentation.
  • Communicate proactively with clients and project managers regarding billing, project status, and change orders; relay critical information to internal teams.
  • Manage inventory, coordinate equipment repairs, and ensure material availability with the Traffic Control Operations Manager.
  • Oversee the routine maintenance and repair of vehicles and traffic control equipment.

Additional Duties

  • Perform other duties as assigned by leadership.
  • Maintain schedule flexibility, including availability for night and weekend shifts and participation in a rotating on-call schedule.

Qualifications

Education & Experience

  • High school diploma or equivalent required.
  • Minimum of 3–5 years of relevant traffic control or field operations experience preferred.

Licenses & Certifications

  • Valid driver’s license with a clean driving record.
  • Must meet DOT requirements for operating company vehicles.
  • Required ATSSA Certifications: Flagger, Traffic Control Technician (TCT), Traffic Control Supervisor (TCS), and Truck Mounted Attenuator (TMA).
  • Preferred Certifications: First Aid, Defensive Driving.

Skills & Knowledge

  • In-depth knowledge of state and local roadways and traffic control regulations.
  • Strong leadership, organizational, and communication skills.
  • Proven experience managing lane closure projects and supervising field personnel.
