***This job is a civilian position and does not require military service (including commission and enlistment). ***USA Citizenship Required About the Job This position is a Test Resource Manager (TRM) within the Training Systems Test and Evaluation and F-35 Joint Program Office (JPO) Training Systems T&E team. The incumbent of this position is responsible for managing test resources necessary to complete test program activities during Technology Development, Engineering & Manufacturing Development, and Production & Deployment phases of a Naval Aviation acquisition programs. Management of test resources involves overall planning, coordinating, control, execution, tracking, and reporting of all test resources necessary to accomplish training systems test activities. Duties/Responsibilities Under the general guidance of the Chief Test Engineer (CTE), Assistant Program Manager Test & Evaluation (APM T&E) and the Lead Test Engineer (LTE), the incumbent is responsible for the successful resourcing of the assigned test program. Major duties are: Develop, prepare, and monitor test execution metrics using established tracking tools sets including; NAWCTSD T&E Test Execution Metrics iTrack, Qlik Verification Compliance Requirement Matrix (VCRM) Dynamic Object-Oriented Requirements System (DOORS) Develop, prepare, and monitor detailed test schedules and links resources to test events using Flight Test Engineering tools contained within the FTE Toolbox including; Rainbow schedules and detailed schedule planning tools Integrated T&E Scheduling Tool (iTEST) or equivalent 30-60-90 day test planning schedule Conduct analytical work to improve efficiency and productivity. Manage test resources and T&E Government Furnished Property (GFP) in support of training system test programs. Provide status reports and respond to data calls as required by the CTE, APM T&E/LTE and prepares briefings in support of T&E Drumbeats, T&E weekly metrics and T&E meetings. Additional Desired Experience 1 year of Specialized Experience equivalent to at least GS-11 (or comparable GS grades). Specialized Experience is experience that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Desired Experience: Three (3) year of acquisition experience with one (1) year experience in program management. Test & Evaluation experience is a plus. This position is under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Program Management Career Field. If you are not certified, you must achieve certification within 60 months of appointment. You will be required to obtain and maintain an interim and/or final security secret clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
