The Technical Program Manager will drive multiple concurrent programs or county and vendor integration projects in the Product Program Management organization for ICE Mortgage Technology. The ideal candidate will be customer-focused, collaborative, and can be the watchdog and strong program manager for releases across multiple projects. The Technical Program Manager will ensure governance around ICE processes and practices, and put adequate controls in place, while helping to provide proactive outbound communication. This person will be the proactive voice working very closely with all stakeholder teams and the counties, vendors, and land record management systems (LRMS), to improve customer satisfaction. Reports to Product Program Management leadership.
Responsibilities
Develop and own cross-functional technical program plans supporting key initiatives and products
Work closely with Product, Engineering Quality and Operations to develop end to end comprehensive and actionable roadmaps.
Identify and manage cross-functional dependencies between programs and lead/ facilitate necessary conversations
Coordinate with the Sales team to discover county and vendor requirements prior to implementation/integration.
Work with Integration developers and County Team Software Business Analysts as needed to gather information required to implement a county implementation/integration.
Follow up with county contacts during the implementation/integration process to keep schedules on track
Develop and own cross-functional program plans supporting county or vendor integrations and other key initiatives and products
Partner with the internal Product Management organization to drive requirements and work with other teams to continuously interact with counties, vendors and stakeholders to set expectations, review objectives and coordinate resources across the individual projects.
Facilitate continuous improvement of the policies, process, practices and templates associated with county and vendor management and the SDLC process.
Maintain dashboards in JIRA, Excel and Confluence providing real-time visibility across projects and product lines.
Responsible for managing successful delivery of program releases into production on agreed schedules.
Generate, review, and distribute weekly program, county health and integration pipeline reports
Communicate with submitter customers, support team members, and the API team with new county integrations and their unique requirements
Assist the Sales team with training new counties
Follow-up with new counties and document changes
Knowledge And Experience
Bachelor's degree and/or 4+ years of experience in project or account management
Excellent written and verbal communication skills
Ability to work easily between multiple organizations and people, both internal and external
Organized and detail oriented
Able to juggle multiple projects and responsibilities
Familiar with Jira, Confluence, word processors, spreadsheets, etc.
Familiarity with the document recording industry and recording jurisdiction differences a plus
Excellent judgment, decision making skills, and the ability to work under deadline pressure
Strong, independent leader, who is a self-starter and a proven team player in a high achievement-oriented environment
Agile and/or Project Management certifications a plus
