Main Purpose of Job
This role is positioned within the Office of the Chief Operating Officer, Information Technology Division of the Department of General Services (DGS), where its primary objective is to facilitate the implementation, adoption, enhancement, and ongoing support of the technology platform. In addition, this role provides leadership and support for technology strategies and initiatives, as well as general process planning, requirements gathering and validation, and process and procedure improvement within the agency. This role involves managing various aspects of technology operations and coordination, including business process and procedure transformation, not limited to the development, documentation, and coordination with the State workforce on current and future agency IT processes and procedures, and recommendations for improvement activities and use of technology to streamline processes.\n
POSITION DUTIES
\nKey Responsibilities:�\n\n\n\n\n Product Strategy &\n Vision: Define and manage the product roadmap and vision in alignment with\n State requirements, user needs, and business objectives. Prioritize features\n and enhancements based on value, feasibility, and impact.�\n\n\n\n\n\n\n User & Business\n Value: Use quantitative data to understand user behavior and business\n priorities.� Define and measure success\n criteria to ensure product outcomes deliver meaningful value.��\n\n\n\n\n\n\n Requirements Gathering\n & Translation: Collaborate with stakeholders, business owners, and\n designers to gather, document, and translate business and user needs into precise,\n actionable technical requirements and user stories.�\n\n\n\n\n\n\n Cross-Functional Leadership & Delivery: Lead\n cross-functional teams-including engineering, design, QA, and customer\n support-through the product development lifecycle. Ensure timely delivery,\n track progress, identify risks, and mitigate issues effectively.��\n\n\n\n\n\n\n Technical Oversight & Systems Integration: Ensure product solutions\n are technically sound, scalable, and compliant with State standards. Oversee\n integration with Maryland's financial management and ERP systems, coordinating\n with IT as needed.��\n\n\n\n\n\n\n Customer Support Coordination: Oversee user support\n processes, including help desk operations, to ensure prompt and effective\n assistance for technology platforms.�\n\n\n\n\n\n\n Performance Analytics & Reporting: Conduct functional\n and data analysis to inform project decisions. Create and maintain reports on\n system performance, user engagement, and improvement opportunities.��\n\n\n\n\n\n\n Quality Assurance & Continuous Improvement: Implement\n quality control processes to validate performance, functionality, and user\n experience. Incorporate feedback to drive iterative improvement.��\n\n\n\n\n\n\n Stakeholder Engagement: Maintain open, consistent\n communication with stakeholders at all levels. Provide updates, address\n concerns, and manage interdependencies across departments.\n\n\n\n\n
DESIRED OR PREFERRED QUALIFICATIONS
\n\n Bachelor's degree from an accredited college or university in computer science, information technology, information science, or a related field.\n\n\n\n\n\n\n 8+ years of experience in product delivery, including 5+ years in modern product development or product ownership roles.\n\n\n\n\n\n\n Proven experience:\n\n� � � � - Leading product teams in launching new capabilities and maintaining systems in production at scale.\n� � � � - Aligning technology products with business processes.\n� � � � - Creating and managing product roadmaps and prioritized backlogs.\n\n\n\n\n\n\n\n 5+ years of experience in:\n\n� � � � - Agile project delivery and development practices.\n� � � � - Human-centered design and client-facing roles, such as business analysis or user research.\n� � � � - Change management in dynamic, user-focused environments.\n\n\n\n\n\n\n\n 2+ years of direct management experience overseeing IT technical staff and resources.\n\n\n\n\n\n\n Strong knowledge of modern technologies and agile methodologies, focusing on delivering user value and maintaining a high-quality user experience.\n\n\n\n\n\n\n Demonstrated ability to make data-informed decisions, effectively communicate (written and verbal), and manage change with diverse stakeholders.\n\n\n\n\n\n\n Preferred certifications: Professional Scrum Product Owner (PSPO), Certified Scrum Product Owner (CSPO), Project Management Professional (PMP), or ITIL Foundation Certification.\n\n\n
