Summary

TeleSolv Consulting has an opportunity to work with the US Coast Guard in their Human Capital Management (HR) team as a Technical Editor. This role is either on-site at USCG Headquarters (2703 Martin Luther King Jr. Ave. SE, Washington, DC 20593) or may be telework approved for qualified candidates.

This project will deal primarily with the Coast Guard's Human Capital Management (HCM) policies and processes. HCM processes are performed by support personnel at Coast Guard units around the world. To better ensure correct, consistent, and reliable data about personnel, and the correct pay and service data for each individual member, documenting and maintaining business processes is essential. As the Coast Guard is currently modernizing its talent management system, many policies and processes are being updated. This requires creation of new business process models and updates to the existing business process models to guide support personnel in servicing the Coast Guard workforce.

Duties / Responsibilities

The purpose of this project is to create and update Coast Guard business process maps used by support services personnel, at all levels, on a daily basis. These maps define the roles and responsibilities and the flow of the business processes within the Coast Guard. These maps are used by support services personnel to ensure accurate and efficient adjudication of personnel actions. They are also used as analysis for integration of personnel processes with human resource information systems.

Human Capital Management Segment Architecture (HCM-SA) supports operational view business process mapping; analysis and documentation for HCM business processes and "as-is" and "to-be" designs, as well as metrics, analytics and key findings based on the analysis efforts. This body of work is called the Military Human Resource Business Process Map (MHR-BPS) Initiative.

Minimum Requirements

  • Ability to implement change management principles, business process development, business re- engineering, and performance measurement.
  • Must be able to grasp inter-relationships between financial management requirements and automated business solutions, considering the current system environment and the potential integration of added systems concurrently or later.
  • Ability to read and interpret Government policy, regulations, and directives, and to apply those interpretations directed by the Project Manager fully and legally.
  • MUST be proficient with iGrafx Business Processing Modeling (BPM) software.
  • Must possess superior writing skills and quality assurance expertise and will ensure continuity of voice throughout business process models.
  • Proficient with Microsoft SharePoint tools and capabilities.
  • At least three (3) years of experience in Business Process Mapping and/or Business Process Analysis and/or Business Process Re-engineering.
  • MUST hold a BA/BS degree
  • Must currently hold US Citizenship
  • Must have current Public Trust security clearance or the ability to obtain this Public Trust.

Preferred Requirements

  • HCM-SA work product is documented in accordance with the Department of Defense Architecture Framework so any prior knowledge or work experience within the Military Human Resource Business Process Map or Dept. of Defense Architecture Framework would be a huge plus!

Background Investigation

This position requires that you obtain a background investigation from our client which includes a level 1 Public Trust clearance. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
