In May of 2020, voters approved Measure 26-210 known as Metro Supportive Housing to fund services for people experiencing or at extreme risk of homelessness. Thanks to voters, Metro now partners with Clackamas, Multnomah and Washington counties to reduce homelessness through services that help people find and keep a safe and stable home. Housing insecurity and homelessness impact Black, Indigenous and People of Color (BIPOC) at disproportionately higher rates compared to white communities. Addressing homelessness and housing insecurity requires intentional efforts to address racial disparities and policies that continue to cause harm to BIPOC communities. The person hired into this role will apply these values as they take a human-centered approach to inspire, motivate, and empower others to continuously develop, learn and grow to better serve the many diverse communities that make up Metro.
Metro's Housing Department is hiring for a Technical Assistance Program Manager to join the team. This role will be an integral part of the Regional Capacity Team, which is building out programming to support nonprofit direct homeless and housing service providers and is tasked with redefining how we strengthen and expand the region's ability to deliver effective and lasting solutions to homelessness. Currently the Regional Capacity Team's priorities are training and technical assistance for frontline service providers and may evolve in response to emerging needs.
We are looking for a dynamic Technical Assistance Program Manager who is ready to lead the charge in developing and delivering innovative new programs to give nonprofit frontline, homeless service providers the tools they need to do their best work and make a difference. The person hired into this role will take the reins of a dynamic, new program to support Permanent Supportive Housing service delivery while working with leadership to envision, develop and deliver new opportunities for technical assistance across the region. As the Technical Assistance Program Manager you will:
* Lead the conceptualization, launch and management of innovative Technical Assistance solutions-and potentially other opportunities to support service providers-with senior management, aimed at ensuring widespread access to secure housing solutions.
* Take the reins of a technical assistance project on permanent supportive housing service delivery for culturally specific providers and communities of color that is currently running and requires consultant management, contract management and grant management for Permanent Supportive Housing service providers.
* Take ownership of program planning from inception to completion, including drafting and monitoring budgets, timelines, deliverables, and metrics for success.
* Develop and implement standardized systems, and guidelines for the delivery of technical assistance or other capacity building initiatives to ensure consistency and quality across non-profit service providers and jurisdictional partners. Facilitate strategic planning and implementation of regional technical assistance or other capacity building opportunities with jurisdictional partners.
* Foster and maintain strategic relationships with key invested partners, including homeless service providers, people with lived experience of homelessness, and jurisdictional partners.
* Drive and create ongoing strategic engagement initiatives, orchestrating community engagement summits, invested party roundtables and more. Present to legislative bodies and advisory committees.
* Conduct ongoing evaluation of program effectiveness, identifying potential obstacles to achieving desired outcomes and recommending strategic adjustments as needed.
* Propose and oversee program budgets, subjecting them to review by manager and directors to ensure prudent financial management.
* Develop, launch and administer procurements, solicitations and requests for proposals.
* Develop scopes of work with contractors, and manage contracts, in support of strategic goals.
* Develop, launch and exercise diligent oversight of grant programs, monitoring for compliance with grant conditions and terms, maintain intake and accountability procedures, evaluate grants for program applicability, maintain grant records, and/or perform other related activities.
* Work closely and collaboratively with your colleagues across the Supportive Housing Services Division to identify opportunities and develop regional programming to support frontline providers.
* Be an ambassador to your work-and the Housing Department more broadly-to a variety of audiences including Metro Council, advisory committees, partner organizations and more.

Minimum qualifications:
* Four years of experience in a similar position and
* Bachelor's Degree in applicable area of study; or
* Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities. (Example could be Associate degree and six years of experience)
Hybrid Telework
At this time, this position is designated as "hybrid telework." You will have the option to work away from the office, although there may be times that coming into the office will be required. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro

* Demonstrated program design and implementation experience in the nonprofit or government sectors.

COMPENSATION AND REPRESENTATION
The full-salary range for this position is step 1: $89,024.00 to step 7: $119,329.60 annually. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirements and Metro's internal equity review process, the appointment will likely be made between step 1: $89,024.00 to the equity range step 3: $ 98,155.20 annually.
This position is not eligible for overtime and is represented by AFSCME union. It is classified as a Program Manager.
