The City of Chesapeake is seeking a highly skilled and experienced Systems Analyst III (SAIII) to join our Information Technology Department. This senior-level position will serve as the primary administrator for the City's Access Control systems and will provide strategic leadership to three technical teams managing Library Systems, Human Resource Systems, and Citizen Engagement Systems.
The ideal candidate will bring deep technical knowledge, demonstrated leadership capabilities, and a strong commitment to exceptional customer service. This role requires excellent communication skills to effectively support users, explain complex technical concepts, and foster collaborative relationships across City departments.
Key Responsibilities:
* Serve as the primary administrator for the City's Access Control systems, including Genetec and Continental platforms.
* Provide oversight and strategic direction to three technical teams supporting:
* Library Systems
* Human Resource Systems (including Payroll and Timekeeping)
* Citizen Engagement Systems (including Call Center/Service Desk and related tools)
* Supervise the administration of a wide range of enterprise applications such as Document Imaging, Asset Management, Inventory Management, and Work Management Systems.
* Collaborate with City departments to understand business needs and develop technology solutions that align with organizational goals.
* Support and maintain service delivery using ServiceNow ITSM or comparable service desk software.
* Contribute to the planning and management of operating and capital budgets for supported systems.
* Ensure system reliability, security, and compliance with City standards and policies.
* Provide high-level customer service to internal stakeholders and external partners.
* Conduct needs assessments, prepare documentation, and deliver technical reports or presentations as needed.
Required Qualifications
VOCATIONAL/EDUCATIONAL REQUIREMENT: Requires any combination of education and experience equivalent to a bachelor's degree in computer science or a closely related field.
EXPERIENCE REQUIREMENTS: In addition to satisfying the vocational/education standards, this class requires a minimum of four years of related, full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES: Requires a valid driver's license and a driving record in compliance with the City Driving Standards. As applicable, Information Technology based positions must meet requirements specified in Criminal Justice Information System (CJIS) policy for access to the Virginia Criminal Information Network (VCIN).
SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

* Munis Payroll & UKG Timekeeping
* CSR Premier 1 Call Center
* Service Now ITSM
* Laserfiche Document Imaging
* Koha Library Management
* AssetWorks Fleet Management
* Maximo Asset, Inventory & Work Management Systems
* Background in local government IT operations
* Experience with government procurement and budget practices
* Strong analytical and problem-solving abilities
* Ability to prioritize and manage multiple tasks in a dynamic environment
* Excellent written and verbal communication skills
* Outstanding customer service orientation
