Project Supplier Quality activities for his/her assigned projects:
Participate to Supplier Part List (SPL*) creation and updates all along the Projects. Contribute to SPL standardization & optimization.
Upload the SPL in the Supplier Quality Portal & share the vision of coming developments for his/her projects/site/cluster.
Consolidate Supplier Quality needs associated to products development for new projects and give visibility to SPQD shared services (including HUB activities). Is responsible for ensuring supplier quality activities are allocated and delivered by SPQD for any SPL (or DO3/DOC24) modifications (product/process) during projects serial life.
Ensure the adequation of the SPL parts products/process maturity versus the expectations of DFQ* milestones (development in line with projects gates, FAI in line with the planning, projects postponements…) & challenge the DFQ* application for SPL parts.
Participate to gate reviews of DFQ* for external sub-systems and ensure the SQ contractual documentation (inputs from the customer & the project) readiness before quotation stage and their integration in Quality Specifications
Drive the deployment/application of Quality action plan agreed during Business Award (coming from SQS*)
Follow the Supplier Quality activities progress (maturity and planning) and report the global SQ vision of ongoing developments for purchased parts to the project core team
Collect and challenge the blocking points of purchased parts developments with SPQD and Project core team. If needed, escalate the projects risks identified to project core team and quality management.
Contribute to the customer interface (customer FAI planification, open issues follow up, …) under the lead of Project Quality
Follow up of Handover between SPQD and SQ Serial
To participate to Project REX in support of Project’s core Team, for Supplier Quality Projects topics related, at the end of assigned Project development phase
Participate and support Non-Conformity management by ensuring application of relevant actions plan to reach Non Conformity target for his project in serial life until Handover GO + 3 conforming deliveries
Cost of Non-Quality Recovery consolidation to support Procurement for potential Specific claims (ex. Cost of Supplier’s requalification due to non-performance, or site change. But also cost for x quantity of FAI iterations NOGO, etc.)
SQ project engineer is accountable for APSYS* assessment for his/her project with contribution of SPQD shared resources
SQ Serial Performance management
Non- Conformities Management:
Responsible for Non-Conformity day-to day management, insuring reactivity to inform supplier of Non-Conformity Report (NCR), to replace defective parts and to implement securization.
Animate Non-Conformities Report treatment by setting-up relevant actions plan to reach Non-Conformity Report (NCR) target.
Invoice the Cost Of Non-Quality (CONQ S1) to the suppliers.
Ensure management of Supplier’s waiver requests for assigned scope and Suppliers
Containment actions:
Organize the retrofit to be performed by the supplier.
Decide quality wall if necessary
Follow up of the containment action up to solving and reporting to site their completion.
Solving issues & Continuous Improvement:
Secure in a timely manner strong and complete supplier containment actions plan to secure the Manufacturing line
Challenge our suppliers to enforce relevant corrective and preventive action plan, challenge reactivity.
Coordinates with Field Quality team to check the effectiveness of the corrective and preventive action plan of the Supplier, ask for evidences, challenge them and perform supplier’s visit. Ensure control plan sustainability (regular follow-up on main suppliers).
Set up and manage Supplier improvement roadmap for non-performing Suppliers according to Supplier Quality escalation process (Green / Yellow / Red status)
Organize reviews with suppliers and visit suppliers’ premises as necessary
Follow up the deliverables needed for Business awards and action plans completion from the business awards
Follow up the completion of the necessary deliverables to comply with AFER – Railway safety requirements (OMT 290:2000) according to FIDIC consultant requests ( in coordination/collaboration with Project Quality & Safety Managers)
Inspection of SPL parts:
Ensure performance of inspection for parts according Supplier Part List
Check the effectiveness of the corrective and preventive action plan of the supplier (ask for evidences, challenge them, and perform supplier’s visit do supplier’ visit). Ensure control plan sustainability (regular follow-up on main suppliers).
For ‘trusted’ suppliers: to take part of the Return Of experience (REX) analysis.
Issues the planning for the FAT’s/FAI’s of the project according to the project needs and follows the results recording by the PrQSM and SPQD Manager
Can execute FAT’s/FAI’s for selected suppliers as agreed with the PrQSM and SPQD Manager
Top Issues Dashboard:
Prepare and monitor supplier Quality review at unit level to tackle the Top issues.
Accountable of the SQ roadmap deployment acc. APSYS Requirement (including reporting and self assessment)
AFER Status for the suppliers critical for the project
FAT planning performance
Subcontractor performance follow up results
NCR closing time and critical suppliers progress
Performance measurements:
Prepare regular projects communication regarding the development progress of purchased parts and highlight blocking points
Prepare customer reviews for purchased parts under the lead of Project Quality representative
Contribute to DFQ Go on-time, FAI Go on-time and FAI backlog reduction
Complete inspections (FAI/FAT/Incoming) within allocated target lead time and ensure priority inspections are completed on time
Accuracy and correct defect characterization in Non-conformities and related ERP tasks (blocking stock, tasking, etc.)
Ensure set up and implementation of continuous performance improvement actions with a regular analysis of downward trend in quantity of NCRs detected after incoming inspection during the production cycle (non-functional issues only)
Manage Incoming Inspection activities when appointed SQ Referent for the given site (D&IS Bucharest sites)
