Position Description About Harris County Housing & Community Development: Harris County Housing & Community Development provides life-enhancing projects and programs to residents of Harris County. Our services include spurring community investment through the provision of homebuying programs, partnering with community members and housing developers to build diverse housing options that uplift communities and offer other assistance that support community building. Strategic Projects Manager Overview: Under general supervision, the Strategic Projects Manager (SPM) will work with a departmental team of professionals, and external consultants, attorneys, financial advisors, and Harris County development and finance corporations' boards of directors to facilitate strategic planning, budget analysis, and optimizing operations. Under the direction of the Executive Director for county created development and finance corporations, individuals in this position will manage corporation/board logistics and relationships, analyze program and financial data, monitor agreements, monitor progress, report on key performance measures, and prepare documents, materials, and a variety of correspondences to ensure that all internal and external stakeholders are consistently informed. The Strategic Projects Manager (SPM) must have excellent leadership, communication, and project management skills to ensure effective collaboration and communication related to leading and managing county corporate entities. Duties & Responsibilities: * Project & Strategic Management: Manages and leads projects that support change management, strategic planning, and multi-department coordination and operations. * Research & Analysis: Conducts research, gathers data, analyzes programs, and reviews best practices, funding source requirements, and regulations while interpreting policy for consideration. * Communications: Prepares correspondence, reports, presentations, and other materials to communicate complex messages clearly and accurately to various stakeholders. * Process Improvement: Advise on and implement process improvement strategies to achieve development and finance corporation strategic plans, and sound budget management. * Policy & Procedure Management: Facilitates the review and implementation of policies and procedures across departmental teams and ensures they are updated regularly. * Performance Management: Collects, tracks, and reports on key performance measures. * Other duties as assigned. * This Job Description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee for this position. * Management may, at its discretion, assign, or reassign duties and responsibilities to this job at any time. Requirements Education: * Bachelor's degree from an accredited college or university. Experience: * Four (4) years of project or operations management experience. Licensure: * Valid Driver's License (Texas upon hire) Knowledge, Skills, and Abilities: * Experience in government administration, the operations of public and non-profit corporations, project management, facilitating collaboration, and making persuasive presentations. * Experience in data entry and analysis, financial analysis, Microsoft Excel, PowerPoint, Word, and Adobe Acrobat * Strong collaborative skills with the ability to forge and develop relationships with internal and external stakeholders. * Strong organizational skills, and ability to handle multiple tasks with competing priorities. * Ability to ask probing questions and have great problem-solving skills. Work Environment: * This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. Physical Demands: * The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. * The role is predominantly sedentary, involving mainly sitting with occasional standing and walking. * The role requires traveling to multiple offices as necessary to carry out duties, especially in preparation for and in times of emergencies.
