Sr. Program Manager with experience in supporting (DOD Federal acquisition programs; knowledge of policy/ principles/organizational protocols).
The specific requirements and tasks may include, but are not limited to the following:
Responsibilities
- Provides program management and strategic support to the overall business operations often involving multiple projects/tasks and groups of personnel.
- Organizes, directs and coordinates acquisition programs with authority over the management, formulation, design, test, and evaluation of complex systems.
- Develops and monitors program objectives, budgets, and schedules and is responsible for all contractual, administrative, and financial aspects of the program.
- The Program Manager oversees acquisition planning, development of acquisition documentation, and recommends procurement strategies.
- Evaluates proposed solutions to determine technical feasibility, implementation and operation costs, and functional adequacy.
- Thorough knowledge of budgeting and acquisition processes.
- Demonstrates written and oral communication skills.
Specific Requirements
- Knowledge and understanding of the FAR, and DoD Acquisition policies, such as DoDI and SECNAV 5000.02; the Adaptive Acquisition Framework; Planning, Programming, Budgeting, and Execution processes; and MCSC Acquisition Guidebook.
- Demonstrated Experience: Leading and managing a large multifunctional acquisition team supporting a DoD Acquisition Program Management Office. Supporting AAPs, ACAT Programs, Middle Tier Actions, Other Transaction Authorities, as well as future acquisition pathways.
- Providing program management and strategic planning support to PMO business operations, successfully executing contractual requirements while supervising a geographically dispersed workforce.
- Coordinating with the COR and Government Leads to organize and prioritize multiple projects/tasks, evaluating proposed solutions to determine technical feasibility and associated costs, and reviewing CDRLs to ensure quality and technical compliance.
- Assessing personnel performance, initiating personnel action, such as recruiting, and establishing and maintaining relationships with the Government Team, Contractor Team, and MLT leadership.
- Must exemplify MLTs quality standards of Integrity, Relationships, Precision, and Efficiency in the execution of the Task Order.
- Exceptional communication (written and oral) and conflict resolution (personnel and performance) skills. Drafting, staffing, and submitting CDRLs for Government review.
- Minimum Clearance Required: SECRET with the ability to obtain TS when Need to Know is required.
Education/Experience
- Bachelor's of Science (BS) / Bachelor's of Art (BA)
- Preferred: Program Management Professional (PMP) and/or Defense Acquisition University (DAU) Practitioner (Program Management)
