The Narcotics and Transnational Crime Support Center (NTC) delivers specialized intelligence and operational support to Law Enforcement and Inter-Agency partners tackling complex investigations. NTC analysts integrate counternarcotics, counterterrorism, counter-threat finance, and counter-transnational organized crime intelligence to support these efforts. Their work includes on-site technical analysis with a focus on drug trafficking, social network and open-source intelligence, and financial tracking. The ultimate mission is to aid global operations in disrupting and dismantling criminal networks linked to drugs, terrorism, cybercrime, and other transnational threats.

To support this mission, ADV is seeking Senior Counternarcotics Transnational Organized Crime (CN/TOC) Network Analysts experienced in all-source, criminal, and threat financial analysis. In this role you will conduct continuous research, analysis, multimedia production and dissemination to support NTC requirements. Additionally, focus on geographic or functional target sets as required (i.e., narcotics trafficking, terrorism, money laundering, cryptocurrency, weapons trafficking, Dark Net/cyber enabled threats, and other transnational organized crime). Also, fuse large amounts of all-source intelligence and law enforcement agency (LEA) data into actionable intelligence products that support tactical and operational efforts for LE and Inter-Agency (IA) mission partners.

Location: This effort is located in Arlington, VA. All candidates considered must reside in the Washington Metro Area and telework may be considered.

Required Clearance: *Active* Top Secret clearance with Sensitive Compartmented Information eligibility.

Responsibilities

  • Conduct network analysis of global drug-related issues, including TOC, Counter-Drug (CD), and Drug Trafficking Organizations (DTOs), to identify key personalities, operations, methods, and narco-terrorism connections.
  • Provide operational CD intelligence support to DoD elements, LEAs, and intelligence agencies (IA), analyzing DTO patterns and flows to disrupt illicit networks.
  • Conduct entity-level targeting and network analysis to assist in multi-national, multi-faceted operations and investigations, uncovering vulnerabilities and previously unknown connections within illicit networks.
  • Utilize multiple data sources such as communications, financial transactions (cryptocurrencies and fiat currencies), OSINT/PAI, dark web activity, and more to conduct advanced analytic workflows to identify illicit connections within networks and enhance operational success.
  • Conduct entity-level analysis on threat countries and non-state actors such as drug traffickers, insurgent/terrorist groups, and other criminal networks.
  • Participate in working groups and represent the organization in meetings with U.S. LEAs, intelligence agencies, and operational staff of Unified Commands, military services, and government agencies.
  • Develop all-source network targeting plans, analyze incoming data, and identify new targets while addressing shortfalls, gaps, and vulnerabilities in intelligence holdings.
  • Create written, graphical, and verbal intelligence deliverables, focusing on actionable leads and new targets for DoD, LEA, and IA partners.
  • Conduct large-scale data manipulation, link analysis, and graphics production using state-of-the-art software applications to derive previously unknown illicit activities and associations.
  • Leverage and integrate various intelligence sources such as HUMINT, SIGINT, GEOINT, MASINT, and OSINT to conduct network analysis and derive actionable findings.
  • Recommend and implement tradecraft and workflow improvements to enhance the quality and efficiency of network analysis and intelligence deliverables.
  • Participate in informal training sessions, peer-to-peer discussions, and workshops focused on entity-level network analysis and best practices in the C-TOC, CN, and CTF mission areas to support training and knowledge sharing.
  • Proficient in open-source intelligence software and specialized analysis tools (e.g., i2 Analyst Notebook, Palantir, Google Earth, and Analyst Notebook) for effective network analysis.
  • Hands-on experience utilizing existing and new analytical tools to exploit raw financial data, blockchain, business registries, and corporate company data for criminal network analysis.
  • Provide support in an investigative or analytical capacity to LEAs, ensuring the preservation of evidence and chain of custody.
  • Understand and apply DoD intelligence policies and interagency procedures for sharing sensitive data.
  • Experience in cryptocurrency analysis and its application to detecting and targeting illicit financial activities within criminal networks is highly desired.

Requirements

  • Seasoned knowledge and proven experience with open-source intelligence software tools.??
  • Analytical expertise dealing with identifying/detecting, targeting, and interdicting terrorist and/or criminal finance activities, and networks.?Experience shall include entity level network analysis, and may include human intelligence and signals reporting, criminal and regulatory investigations, cases for designation, and experience with Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports.??
  • Provide support to law enforcement agencies in an investigative or analytical capacity, and working knowledge of preserving law enforcement evidence, chain of custody, and identifying relevant financial data.?
  • Conduct meta-data analysis exploitation, supporting operational units.?
  • Competent in utilizing Specialized Intelligence Analysis tools (i.e., JWICS level geospatial and communications tools and datasets).
  • Skilled in utilizing Intelligence Report Aggregators/Automated Message Handling System search tools (i.e., TAC, RMT, and NGT, Horizon).
  • Skilled in utilizing Intelligence Data Visualization Tools (i.e., Google Earth, and, Analyst Notebook, Target Cop).
  • Previous experience in i2 Analyst Notebook or a similar analytic and visualization tool (e.g., Palantir or Semantica/Cortex) where to derive actionable analytic findings regarding the associations between entities such as network, hierarchies, interconnected nodes, and social nodes, etc.
  • Hands-on experience utilizing existing and new analytical tools to effectively exploit raw financial data, business registry, Block Chain, and corporate company data.
  • Demonstrated ability at implementing and utilizing best practices, proper tradecraft and determining relevancy of information disseminated against the standards set forth by the United States Government.?
  • Proficient in reviewing, prioritizing, and managing submitted requests.
  • Understand interagency restrictions and sensitivities on sharing certain types of data, as well as the steps necessary amongst the interagency to share said data.?
  • Understand relevant Department of Defense intelligence and intelligence oversight policies, procedures, and requirements.?
  • Highly desired: Cryptocurrency analysis
  • Proficient in utilizing the Microsoft Office suite applications.

Education/Experience

  • A bachelor's degree relevant to the subject area from a college or university accredited by a body recognized by the U.S. Department of Education or prior military experience in a related field with an additional 5 years of related experience for a total of 17 years.?
  • A minimum of 12 years of specialized experience in the required area of expertise with at least a portion of the experience within the last 2 years.??
