Primary purpose: Assist Hazardous Liquids and Natural Gas business units with qualification and training of personnel performing DOT regulated pipeline covered tasks, in compliance with federal and applicable state pipeline safety regulatory requirements, in a cost-effective and efficient manner with minimal impact on business units' processes or resources.Essential duties and responsibilities:Participate in DOT PHMSA audits with Federal, State and Local agents Regulators.Conduct internal audit on employeesAudit contractor companies to ensure compliance with DOT and Company Operator Qualification requirementsAudit KM OQ vendors to ensure compliance with DOT and KM Operator Qualification programTrain personnel selected by the business units to be OQ Evaluators/Proctors and make presentations to various levels of personnel in the company.Review and revise as necessary, Kinder Morgan's Operator Qualification and related Training program to ensure they are effective and cost-efficient with minimal impact on business unit processes and resourcesMaintain and monitor Operator Qualification and related training records for designated business units through the use of Enterprise-wide recordkeeping systemAudit contractor companies to ensure compliance with DOT and Company Operator Qualification requirementsReview, implement, and if necessary, develop Operator Qualification training resources.Maintain, review, and if necessary, update Operator Qualification Evaluation tools and resources.Complete special projects and annual objectives as assignedServe as a resource for field personnel for DOT/PHMSA Compliance50 plus travel across a broad geographic region is requiredPresent a positive image of OQ and foster cooperative relationships, motivating and influencing individuals to value and take personal ownership of the OQ regulation.Position may be filled at various levels depending on experience and job skills of the successful candidate.
Minimum requirements: Education: Bachelor's degree in related field or other training related certification is preferred.A minimum of 3 yrs. work experience in the hazardous liquids or natural gas industry may be accepted as a substitute for a degree or certification Experience / specific knowledge:Experience Natural gas pipeline operations or Hazardous liquids pipeline operations or related businessKnowledge of and work experience with DOT part 192 and 195Strong analytical skills and logical thought processes, with the ability to identify and resolve complex training and employee issues/problems are requiredProven communication and presentation skills, oral and written, with ability to communicate with a variety of individuals and personalities at all levels internally and outside the organizationAbility to work with a team, takes direction from a supervisor(s), focus attention on details, follow work rules and adhere to work schedulesStrong proficiency level in MS Office applications (Word, Excel, Outlook, and PowerPoint) is a mustAbility to organize and prioritize daily work, and maintain confidentialitySelf-motivated and capable of working with minimal direct supervisionAbility to successfully perform multiple tasks with strict and sometimes short deadlinesCompetency, skills, and abilities:Strong technical writing skillsEffective communication abilityMust work well in a team and individuallyWorking conditions:Modern office location in Houston, TXTravel up to 50% across a broad geographic region is requiredFlexible, hybrid work scheduleJob level commensurate with experience and skill setsThe successful candidate will be required to clear a drug screen and a complete background check after an offer has been extended and prior to being employed.
